Dakota County provides Cities the opportunity for input into We
development of its' Capital Improvement Plan where projects would affect
Cities and/or when Cities fund portions of those projects.
In June of this year the City of Rosemount formally reviewed the 1993-1996
Capital Improvement plan for Dakota County. This plan proposed, amoung
other projects, the reconstruction of County Road #73(Akron Avenue) for a
section running for a mile in Inver Grove Heights and through Rosemount for
a length of 2.5 miles. (Cliff Road to CR42)
As with other county road projects the City(ies) would have to fund 450 of
the cost of reconstruction and a 100% of the cost of additional right of
way aquisition and other improvements such as storm water improvements.
City staff recommended that the County exclude this project from the 1993-
1996 CIP because the City did not think that the traffic count on the
highway warranted the reconstruction at this time and, more importantly,
the City could not fund the project until the development abutting the road
was such that the City could levy and collect assessments sufficient to
fund its portion.
Pursuant to this recommendation, approved by the City Council, discussions
have been held with the County and representatives of Koch Industries. The
purpose of these discussions was to investigate the possibility of Koch
paying the Citys share of this project based on several factors, one being
that they would be the single largest landholder affected and assessed if
the project would proceed.
Based on those discussions there seems to be reason to believe that this
funding approach has good possibilities of occurring. In order to preserve
this possibility and to insure that the project is kept in the Countys'
1993-1996 CIP I would recommend that the City support the County Board in
keeping the project in the CIP for the project year of 1995. Continued
discussion on the project and funding confirmation can occur prior to 1995
when the project would be built.
The County Board will be considering the approval of their CIP on November
10 and it is important that since the City went on record asking that the
project be removed that we now support its inclusion.
RECOMMENDED ACTION:Motion to support the Dakota County Project #73-08
(County Road 73 -Akron Ave) for completion in 1995 and to continue to
support funding for the project through an agreement with Koch Industries

Traffic on this roadway has increased to the point where it is cost effective
to construct and maintain a bituminous roadway rather than continue
maintaining a gravel roadway.

Dear Ms. Schaedig:
The City Council of the City of Rosemount has received and
reviewed the Dakota County 1992 - 1996 CIP.
With their review completed the City Council passed a motion
which reads as follows:
"Advise Dakota County that the City of Rosemount
supports those projects in the Dakota County 1992 -
1996 CIP except Project 73-08 which is CR 73
reconstruction from CSAR 42 to CSAH 32 and recommends
no additions."
The City feels that based on the traffic counts on this section
of road the reconstruction and expenditure is not warranted. The
City would lack capacity to sufficiently fund the reconstruction
until additional development occurs on property abutting that
section of road.

As I indicated to you last week, the City of Inver Grove Heights will be entertaining a
proposal from Koch Industries regarding payment of local costs for the, improvements to
Akron Avenue in Inver Grove Heights. At this time, we do not know what that proposal will
be. We have reiterated our interest to Dakota County to keep the project in their 5 -Year
CIP Plan as is currently proposed.
As further information is received, I will keep you informed as to the progress of our
discussions.

Dear Mr. Johnson:
I am writing as follow-up to our conversation about paving
Akron Avenue from south of Cliff Road in Inver Grove Heights
to the city limit of Rosemount.
As I had indicated earlier to you, the idea for this paving
came from discussions between Koch Refining Company and
residents of the Akron Oaks neighborhood.
Such a project would be consistent with, and help to
implement, Koch Industries' goal of benefiting communities
in which its subsidiary companies do business. Given Koch
Refining's presence in Dakota County, we believe that the
road paving project would benefit the community in which we
work and invest.
Before determining what our participation level might be, we
do need to have you confirm to us in writing that the price
for this paving would be $190,000. Please let us have your
confirmation of the price on this. Once we have that, we
would intend to visit with aper opr .ate parties to help get
the project under way as soon as possible.
