The Mayor received a letter from the residents of the White Lake Acre subdivision regarding their concerns with the deterioration of the two streets. I will try to provide you a brief summary of this project. The two streets were constructed in 1985 with a section consisting of 4" of Class 5 and 2" of bituminous. As a comparison, our standard section today is 6" Class 5 and 3" bituminous. According to the information we have available, the weather was not conducive to grading and road ". construction that year. In addition, the soils in the White Lake Acres.area are clayey or silty. When these soils have high moisture contents they provide an unstable surface upon which to construct a base and bituminous section. However, this road was completed in the fall of 1985. The problems were evident the following year and the contractor, the engineer and the City all split the costs to try to correct the problems. During the past few years the Public Works Department has spent considerable time repairing potholes and alligator cracking on these two City streets. In April of this year, after the letter from the residents was received, the area was inspected by Public Works Department personnel. It was decided that the road should be repaired when the frost was completely out of the ground and we could return and do a more adequate job of repair. We did complete some repairs this summer. In addition, we hired the firm of Braun Intertec to complete a sub -surface investigation for these two streets. These borings show that there is two to four inches of bituminous, and that the Class V base is not evident and was most likely mixed with the clay soils underneath during construction. We asked Braun for a recommendation, which just states to remove the distressed pavement and repair in a normal construction sequence. Our recommendation is to comeback next spring with the City maintenance crews and excavate the unstable or unsuitable soils and replace them with granular material followed by Class V and bituminous patch. We would then hire a contractor to install a inch and a half overlay over the entire length and rebuild the shoulders as required. The estimate for this repair is approximately $53,000 not including City maintenance crew time. Work should be completed in June and July next year. At this time we are advising Council of our recommendations and will send this memo to the White Lake Acres residents. We'll come back to the Council for approval of plans and specifications for this project in the spring, which will be completed by City Staff. As stated in the residents letter to the Mayor, the residents were assessed for the improvements made in 1985 and in our opinion it would be difficult to show a benefit for any of the proposed repairs. Therefore the funding for the project would have_to come out of General Funds or the Street Fund. White Lake Acres is a subdivision of 5+ acres platted approximately 6-7 years ago. 126th Street serves this area and was installed at the time of platting. Weare writing with concerns about this street and also Biscayne Avenue, which we believe was blacktopped at the same time as 126th Street was installed. We welcome you and the councilmembers to tour the area and see for yourselves how this roadway is literally falling apart. We have many areas with broken up bituminous,, alligator cracking and shoulders that are crumbling. We would like someone to tell us what the design specifications were for 126th Street. We then ask that the city of Rosemount employ a reputable testing firm to take cores and determine what actual thickness of Class V and bituminous asphalt were constructed. When these cores are taken in the roadway, we suggest that they are taken to a minimum depth of 4' so as to evaluate the subgrade material to see if it has the required supportive strength. If itis found that this _roadway cross-section does meet the required_ depths, we suggest that the city re-evaluate their cross-section for residential traffic and also their inspection procedures. Bituminous roadways are designed for a minimum of 20 years with some minor maintenance. As you will see by driving on the street, it already should be in the reconstruction phase. w Page 2 Our assessments for this street are tremendously high, and we are asking that an immediate evaluation of this roadway be taken and the appropriate steps for its reconstruction at no cost to the property owners. Per your suggestion, and the concern of the City, this Department did in fact hire a reputable soils testing firm to 'perform soil borings on 126th Street. The firm conducted six (6) different borings, not at 4' but at an 8' depth on or about June 30, 1992. The cost of these tests were paid by the City of Rosemount. Our Department is currently studying and analyzing the testing firms results. We will also compare these results with original specifications and prepare a plan of action. The purpose of this letter is to provide recommendations for repair of the bituminous pavement located at 126th Street between Biscayne and Bacardi Avenues in the White Lake Acres project in Rosemount, Minnesota. These additional services were authorized by you on September 25, 1992. Background The pavements were observed by Braun Intertec Engineering, Inc. (Braun Intertec). The pavement is not performing adequately. Several areas of the pavement exhibit severe alligator cracking. Recommendations Based on the results of our subsurface investigation and observations of the pavement, a conservative approach to repair the 126th Street pavement would be to perform the following. • Remove the existing bituminous and aggregate. • Proofroll subgrade soils with a loaded tandem truck. • Subcut unstable subgrade soils a maximum of 3 feet and replace with engineered fill soils. The engineered fill soils should have moisture contents within four percentage points of the optimum moisture content and should be compacted to at least 100 percent of standard Proctor density (ASTM D 698). • Install new pavement section designed with an assumed Hveem stabilometer R -value of 20. City of Rosemount Project BOBX-92-119 October 16, 1992 Page 2 A less conservative approach would be to perform the following. • Remove distressed bituminous in areas with alligator cracking. • Proofroll exposed subgrade soils with a loaded tandem truck. • Subcut unstable sub -rade soils a maximum of 3 feet and replace with engineered fill soils. The engineered fill soils should have moisture contents within four percentage points of the optimum moisture content and should be compacted to at le4st 100 percent of standard Proctor density (ASTM D 698). • Install old pavement section. The entire roadway could be seal coated to create a uniform surface.
