On Friday, April 10, 1992 bids for the referenced project were
received and read aloud publicly. Eight bids were received and are
listed for your review on the attached bid tabulation.
The low bid received is from Excel Utilities Co., 8777 215th St.,
Lakeville, MLS 55044 in the amount of $228,571.80.
The engineer's estimate was $280,000 based on 1991 construction costs.
The firm of S.E.H., Inc, engineer for the project, and Staff recommend
the award of Project No. 223, City Contract No. 92-1 to Excel
Utilities Co., Inc. in the amount of $228,571.80.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RECEIVING BIDS AND
AWARDING CONTRACT FOR WEST RIDGE 4TH ADDITION STREET AND UTILITY

RESOLUTION 1992 -
A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR WEST RIDGE 4TH ADDITION STREET AND UTILITY
IMPROVEMENTS
CITY PROJECT 223
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as
follows:
1. All bids on construction of West Ridge 4th Addition Street and Utility
Improvements are hereby received and tabulated.
2. The bid of Excel Utilities Co., in the amount of $228,571.80 for the
construction of said improvements in accordance with the plans and
specifications and advertisement for bids is the lowest responsible bid
and shall be and hereby is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into
a contract with said bidder for the construction of said improvements
for and on behalf of the City of Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to
all bidders the deposits made with their bids, except that the deposit of
all successful bidder and the next two lowest bidders shall be retained
until a contract has been executed.
ADOPTED this 21st day of April, 1992.

Dear Bud:
On Friday, April 10, 1992, eight bids were received for the above referenced project. The
bids ranged from a high of $294,618.33; to a low of $228,571.80. The low bid was submitted
by Excel Utilities Co., Inc. The Engineer's Estimate was $280,420.00. A tabulation of bids
is attached for your review.
We have investigated the qualifications of Excel Utilities Co., Inc. (formerly Fredrickson
Construction) and find that they have a sufficient understanding of the project and
equipment to perform the construction for which it bid; and according to their bonding
agent they presently have the financial ability to complete the project bid. SEH makes no
representation or warranty as to the actual financial viability of the contractor or his
ability to complete the work.
Accordingly, we recommend the project be awarded to Excel Utilities Co., Inc. in the
amount of $228,571.80 contingent upon the City's receipt of all permits.
