At the Port Authority's July 7 meeting, I was directed to get quotes for an
environmental assessment of the Repairs, Inc. property. With the aid of
Don Sinnwell I did get them from three very reputable firms.
The quotes are for a complete phase I environmental audit plus 3-5 soil
borings and analysis of 1-2 soil samples. A magnetometer is to be used to
find locations of any underground storage tanks. Each of the quotes also
shows a search for any asbestos that might be found in the building
structure.
The quote amounts were:
Peer Environmental and Engineering Inc. $5,975
Enpro Assessment Corp. $4,750 - 6,800
American Engineering Testing Inc. $5,440 - 7,165
Peer Inc. could complete the work in three weeks, American Testing and
Enpro in five weeks. Peer Inc.'s quote shows 110 feet of borings, Enpro
and American are both at 25-85 feet. And finally, Peer Inc. guarantees two
chemical tests.
By way of comparison,'the cost of the environmental work at the Strese site
was $6,375. The two 'quotes with ranges can be explained mostly in variable
costs for drilling and filling the test holes. The two firms were not sure
whether grout would be required to fill the holes. If a polluted
subsurface is found, the grout is mandatory.
RECOMMENDED ACTION:
Motion to approve the quote of Peer Inca to complete a phase I
environmental assessment with drilling and testing additional at the
Repairs, Inc. site at 14390 South Robert Trail.
