On July 7, 1992 the Port Authority directed me to get appraisal bids for
three lots located at the intersection of 145th Street West and Brunley
Avenue. Legally described as Lots 5, 6, and 7 of Block 4 of Auditor's
Subdivision No. 1, the parcels constitute the preferred site for the Kerry
Johnson Clinic.
I contacted three appraisers for bids and by July 16 had received two bids:
Gangl-Cory Bultema $3,000 - $3,500
The Allen Company $2,100
One of the parcels is the site of a residence owned by Mrs. Walt Kleveter.
Chairperson Dunn will be meeting with her regarding the Port Authority's
interest in the property. This will be done prior to any overt activity
regarding the occupants property.
RECOMMENDED ACTION:
Motion to approve the bid of the Allen Company to complete appraisals
on Auditor's Subd. No. 1, not to exceed $2,100.

Dear Mr. Miller:
The purpose of this letter is to set out our proposal to
prepare appraisal of the three above referenced lots. It is
my understanding that the City of Rosemount intends to
acquire, possibly through eminent domain, these properties in
connection with a re --development district. I understand that
all three a currently zoned for commercial uses, but that one
is used as a single family residence, one is vacant, and the
third is a single family residence converted to a multiple
tenant office building.
Based upon the foregoing, we will prepare appraisals of the
properties based upon their highest and best use for a total
fee not to exceed $2,100.00. our fee will be based upon an
hourly rate of $50.00, not to exceed the stated total. We
will allocate the fee to each parcel based upon the time
required to complete.
we agree to complete the work within four weeks of the time
it is awarded to us.

Dear Mr. Miller
Per our conversation of July 13, 1992, our firm, upon your
acceptance, will complete appraisals on the properties listed
below at a fee of not less than $3,000.00, and no more than
$3,5od.00. The appraisals will be completed by August 21, 1992,
or 38 days from the date acceptance of this proposal is r'eceivet�
by our office. The subject properties, as we understand are as
follows:
1.) 1 -House converted to office space on the south side of
145th street across from City Hall.
2.) 1 -Residential homestead.
3.) 1 -Vacant Residential lot.
if there are any changes or questions regarding the above
proposal, please contact my offices.
