RECOMMENDED ACTION: Motion to receive bids on Vehicles and Equipment and to award bids for certain equipment as outlined in Public Works Director memo dated February 26, 1992. Motion to authorize Staff to readvertise and accept bids for vehicles and skid loader with bid opening of March 30, 1992. COUNCIL ACTION: n MEMO TO: MAYOR MCMENOMY COUNCIL MEMBERS: KLASSEN STAATS WILLCOX WIPPERMANN FROM: PUBLIC WORKS DIRECTOR WAS.MUND DATE FEBRUARY 27, 1992 RE: VEHICLE AND EQUIPMENT BID RECOMMENDATIONS Bids for vehicles and equipment were received and opened on February 24, 1992 at 10:00 a.m. All bids received were read aloud publicly. Y have attached a copy of the Bid Tabulation sheets for your review. The following information provides our recap and recommendations: HOSE REEL HYDRAULICS AND ALUMINUM BED Four bids were received for this item. High bid was $15,800, low bid was $9,197. The low bid was received from LaHass. The Fire Department review committee has reviewed the bids and drawings finding them in compliance ,with specifications. It is our recommendation to award this item to LaHass Equipment in the amount of $9,197.00. 1 -TON FULL SIZE TRUCK CHASSIS W f DUAL REAR WHEELS Only one bid was received for this Fire Department vehicle. That bid for $19,537 included $18,987 for the vehicle and $550 for an extended warranty. Since only one bid was received we are not sure how competitive it is It is our recommendation to reject and rebid this truck. 12 TON PICKUP No bids were received for this truck. 3/4 TON FULL SIZE 4X4 PICKUP No bids were received for this truck. MEMO -VEHICLES & EQUIPMENT PAGE 2 FULL SIZE CARGO VAN No bids were received for this van. It is our recommendation to rebid these vehicles and the Fire Department truck as a package. While the previous bid request was assembled as, a package it was structured to allow each bidder to bid on only the items they chose. This caused a separate bid bond for each item. This concerned some vehicle bidders. Other vehicle bidders have fleet managers on vacation, some didn't want to involve trade-in vehicles. From the information we gleaned by contacting vehicle dealers, we feel that W we package all vehicles in a group and reV%d them with a longer bidding process time we will receive competitive bids. COMPACTOR We received two bids for this jumping jack style soils compactor. Carlson Equipment bid $2,049, Long Lake Equipment bid $2,154 Both companies bid exactly the same machine. The machine they bid meets specifications. It is our- recommendation to award this bid to Carlson Equipment in the amount of $2,049.00. RAKE 'N' VAC Three bids were received for this Parks turf vacuum and dethatcher. The high bid was $9,145 and the low bid was from Carlson Tractor for $8,958.00. The Parks Department has reviewed the bids for compliance with the specifications. They find the low bid to meet all spec's. It is our recommendation to award this bid to Carlson Tractor in the amount of $8,958.00. 4 -WHEEL DRIVE 72" NIGH CAPACITY TRIMMING MOWER Three bids were received for this mower. A high net bid of $13,419.00 was received and a low net bid of $8,454.00 was received from Carlson Tractor. The Parks Department has reviewed the bids and find the low bid to be in compliance with the specifications. It is our recommendation to award this bid to Carlson Tractor in the amount of $8,454.00. MEMO -VEHICLES & EQUIPMENT PAGE 3 SKID -STEER LOADER Three companies submitted bids on this piece of equipment with Carlson Tractor submitting three bids themselves. After review of the bids submitted it has been determined that none of the bids meet the specification sent out. It is our recommendation to reject all bids for the skid -steer loader and rebid using the same specifications as originally prepared. GAS POWERED AIR SPRAYER Three bids were received for this paint sprayer ranging from $4,895.00 to $2,619.75. The low bid received from Carlson Equipment in the amount of $2,619.75 has been reviewed and found not to comply with specifications. The deviations are in the wheels and chassis and spray gun. The next lowest bid in the amount of $2,967 from W. L. Traffic Supply does comply completely with spec's. Even though the bid from W. L. Traffic Supply is $347.25 higher than the lowest bid it is our recommendation to award to W. L. Traffic Supply in the amount of $2,967.00. SNOWPLOW FOR 3/4 TON 4X4 PICKUP No bids were received for this snowplow. It is our recommendation to wait until we see who the successful bidder on vehicles will be so we know whether the replacement vehicles will be Ford, Chevrolet, Dodge, etc. We will then seek competitive quotes for the snowplow as allowed under State bidding requirements from two or more vendors.
