Pursuant to your approval I have prepared relevant information regarding
the staff positions discussed at the February 4, 1992 City Council meeting.
These positions included:
1) Administrative Assistant
2) Secretary(ies)
3) Economic Development Coordinator
4) Receptionist
At this time we would request your approval to proceed with the hiring of
the Economic Development Coordinator. We have attached for your
consideration the job description, advertisement and hiring process which
would be followed as we proceed.
RECOMMENDED ACTION:
Motion to approve the job description, advertisement and hiring process
for the Economic Development Coordinator and direct the City
Administrator to proceed with the hiring process.

Per your direction I have worked with staff to develop job
descriptions and salary information on the positions affected by
changes made to restructure the administration department for the
establishment of a Administrative Assistant, a Economic
Development Coordinator and secretarial support staff.
As outlined in my memo to you for the February 4, 1992 meeting,
this restructuring would result in a Administrative Department
made up of: City Administrator, Administrative Assistant,
Economic Development Coordinator, an Administrative Secretary, a
Economic Development/Personnel Secretary and a Receptionist.
Restructuring following these guidelines would mean that we would
retain the same number of employees in the Administration
Department but would save some money due to the fact that we are
shifting some responsibilities to positions that would pay less
than those holding some of those responsibilities now and the
fact that the Economic Development Coordinator position is paid
out of Port Authority Funds.
The complete restructuring and revision of job descriptions to
better reflect the responsibilities of those new positions will,
because of comparable worth requirements and the way our salary
structure is established, effect a few other employees. This
effect will be in changing titles but not salary adjustments
upward or downward. Because of these other changes I would like
to address the Economic Development Coordinator now and the other
positions on March 17th. This will give myself and staff time to
more completely prepare before receiving your approval to proceed
in filling the secretary and receptionist positions.

position and a recommended process and schedule to follow in
filling the position.

SUMMARY OF POSITION
To serve as the Assistant Executive Director of the Rosemount Port Authority, and to
provide vision, leadership and administrative skills for this group, and to provide a spirit
of cooperation between governmental and local groups working for the economic and
social development of the community of Rosemount.
SPECIFIC DUTIES AND RESPONSIBILITIES
1. Develops strategies for economic development/commercial renovation of the
community.
2. Effects harmonious working relationships between the City, Port Authority,
Chamber of Commerce and works successfully with other related governmental
and civic agencies.
3. Develops strategies to market the community of Rosemount to interested
developers.
4. Represents the Port Authority to local, regional and state functions.
5. Meets with citizens, boards and commissions, local businesses, developers,
prospective businesses and staff on matters related to economic development.
6. Prepares attractive financing packages utilizing block grant funds, tax increment
financing, Department of Trade and Economic Development programs and other
public and private financing techniques.
7. Prepares detailed staff reports and oral presentations for the Port Authority and City
Council on economic development matters. Is responsible for Port Authority
meeting materials and packet distribution.
8. Coordinates all development related grant programs, including the Community
Development Block Grant Program.
9. Undertakes economic development studies and other projects at the direction of
the City Administrator.
10. Stays abreast of financing and business relocation and expansion techniques and
is creative in their application to each situation.
11. Serves as the initial contact person in economic development matters.
12. Attends local business meetings, such as the Chamber of Commerce, to maintain
a positive working relationship with the Rosemount business community.
13. Maintains updated status of community profile and provides general information
and assistance to businesses, industries and developers on all economic
development matters.
14. Attends all Port Authority meetings and other meetings as required.
15. Performs other tasks and duties assigned by the Assistant City Administrator.
SUPERVISION f EMPLOYEE RELATIONS
1. Is under the direct supervision of the City Administrator.
2. Staffs the Port Authority under the supervision of the Executive Director.
3. Must be capable of effectively communicating with other departments, citizens,
boards and commissions, developers, the business community and the general
public.
MINIMUM QUALIFICATIONS
1. A bachelors degree in planning, public administration, business administration or
other related field. A Master's degree in one of these areas is highly preferred.
2. Three years of progressive, relevant experience in economic development activities.
3. A working knowledge of public development tools and economic incentives.
4. The ability to communicate ideas, explanations and recommendations clearly, both
orally and in writing.
5. The ability to work independently with minimal supervision.
6. Understanding of financing techniques and negotiating skills.
7. The ability to maintain professional and courteous attitudes when representing the
City in any situation at any time.

ECONOMIC DEVELOPMENT COORDINATOR
The City of Rosemount (pop. 10,000) is accepting applications for
the position of Economic Development Coordinator. Rosemount is a
rapidly developing suburb in the southeast portion of the
Mpls./St. Paul Metropolitan area with a wide variety of
development issues. The City of Rosemount has a large industrial
tax base and a small commercial district. The City is
experiencing growth at a rate of 200 SF homes a year.
Position is responsible for developing strategies for economic
development/commercial renovation of the community. The position
will act as the Assistant Executive Director to the newly formed
Rosemount Port Authority which carries out the economic
development activities for the City. The position will be
responsible for developing financing packages for developments
using tax increment financing, community development block grants
and Department of Trade and Economic Development programs. The
position will be required to provide leadership and vision to the
Port Authority and day to administration of all economic
development activities. The position reports directly to the
City Administrator.
Requirements include a Bachelor's degree in planning, public
administration or business administration or related field; and a
least three years of responsible, relevant experience. A Master's
degree in planning, public administration or related field and
relevant experience preferred. Communication, financing and
project development/management skills are essential. Starting
salary range is $38,500 to $45,000.
