The Polluted Site Tax Increment Financing bill (SF No. 1950)
was heard by the Senate Environment and Natural Resources Committee
on Friday, March 6, recommended for passage and referred to the
Senate Tax Committee. Just before the bill was heard by the Senate
Environment Committee, there was a discussion with PCA staff„ and
several changes were made in the language as a result of that
discussion. Consequently, the bill went to the Senate Environment
Committee as a "delete everything" amendment and further changes
were then made during the committee hearing. Attached is a copy
of the bill as approved by the Senate Environment Committee; the
handwritten markings show the changes made during the Committee
hearing.
The Senate Environment Committee limited its consideration
primarily to environmental issues, and liked the bill on that
basis. The real fight, however, will come in the house and Senate
Tax Committees, which will more directly focus on the tax increment
financing questions. There have already been objections raised to
this bill, on the ground that it is an expansion of tax increment
financing, which some view to be undesirable regardless of the
reason.
We will try to keep you informed of further developments as
they occur, but please bear in mind that this is a short
legislative session, and one that is faced with several other major
issues. If you have a legislative representative, or someone who
is at the Legislature keeping track of bills of interest to you,
you should probably ask that person to track this one as well -', you
