Resolution - MVTA RT 42EAugust 11, 1992 To: Mayor McMenomy, Councilmembers Staats, Willcox and Wippermann From: Councilmember Klassen Re: Continuation of MVTA Route 42E Because of the limited success and positive response of the 42E, the MVTA staff will be recommending to the MVTA board at its Aug. 12 meeting that this service be continued year round. Due to low ridership on other portions of the route serving Burnsville, Prior Lake and Savage service to those communities will be continued only during school breaks. I would like to ask for your support of the continuation of the 42E for the following reasons: " Due to ridership requests, the route can be revised to include shopping areas of Cedar and 42 as well as the Group Health Medical Clinic on Pennock. * This route will connect with a route to the Mail of America. * These revisions are expected to increase ridership. ' As a member city in the MVTA, we are supporting goals set the Authority to provide intra -city routes and actiag on findings of a market study which indentified service our citizens want. * Continued support of transit use will increase people's awareness overall to rely more on public transit and less on the automobile which can reduce traffic congestion, pollution and the need for increased road capacity. While I am requesting that you support the continuation of this route, I want you to be aware that by continuing the service Rosemount's transit tax credit (feathering) will be automatically reduced by approximately $16,000 based on 1991 transit tax figures. (The MVTA has been unable to get the 1992 figure from Dakota County.) To put this in prospective, please consider: * Rosemount's 1991 transit tax after the applied credit was $139,059. * Tax credit applied was (fully feathered) approx.. $49,606. * Based on same 1991 transit tax including this service the credit would be (partially unfeathered) $33,071, a difference of $16,535. * Due to an error made by Dakota County, in 1992 we were taxed for transit without any credit applied (totally unfeathered) and adjustments are to be made. The MVTA did not receive the increased amount, but as individual tax payers we did see it on our property tax statement. * If approved, we should experience a lesser amount on our 1993 property tax statement. * This taxis levied by the RTB and appears on the property tax statement under "Special Taxing Districts". This resolution indicates the City of Rosemount's support for the continuation of Route 42E and recognizes the effect it will have in increasing the net transit tax burden on the City. The Council supported the continuation of the route and felt the $16,000 plus tax burden it would cause by creating a "partial" feathering of the transit tax was worth it. Please provide this resolution to the record of the Minnesota Valley Transit Authority in their consideration of the continuation of this route. Secondly, please understand that Mr. Rick Pearson, our Assistant City Planner, will now act as alternate to the Board Representative position held by Councilmember Klassen and also act as our city's representative to the Technical Work Group of the Minnesota Valley Transit Authority. RESOLUTION 1992 - 86 MVTA ROUTE 42E BE IT FURTHER RESOLVED, that the City of Rosemount has identified transit service as one alternative to reducing reliance on the automobile, decreasing congestion, and increasing travel opportunities for its residents and therefore, for the aforementioned reasons, supports the partial unfeathering of the transit tax in the City of Rosemount.
