JOHN MILLER, ECONOMIC DEVELOPMENT COORDINATOR ATTACHMENTS: APPROVED BY:," "SCOPE OF SERVICES" FROM SEH At the Port Authority's October 20 work session, Dick Hansen of Lexington Standard reviewed his efforts to find a location for his expanded business. After his presentation there was general discussion about the need to have industrial and business lots available. Earlier the commissioners had directed me to look at the feasibility of creating a business park south of C.R. 42 and east of T.H. 3. Steve Jilk and I have met with the development staff and with the city's consulting engineer, SEH, regarding preparation of a plan for the business park. Attached for your review is a scope of services submitted by SEH and reviewed by Steve and me and the city staff people. If you agree to have SEH complete the work as outlined, you will get: • An overall concept plan showing road, utility, and business lot locations. • A proposed phasing of the project over its 400-500 acre area. • Estimated costs for infrastructure. With this plan and with land costs that Ed Dunn, Steve Jilk, and I have been determining, the Port Authority should be in a position to determine the feasibility of developing the business park. The plan is necessary for me to have in approaching private developers in soliciting their participation in the project. RECOMMENDED ACTION: Motion to approve a scope of services for completion of business park planning and design as submitted on October 20, 1992 by SEH for a cost not to exceed $10,000. This scope is based on our understanding of your needs as previously discussed. However, the Scope is subject to modification and revision by the City as necessary to meet any additional needs that you may have. The purpose of the Business Park Concept Plan will be to assist City staff in working with businesses who may be interested in locating on this property. The following is a list of major goals for the Business Park as they were discussed at our previous meetings: 1. Provide a business park within the City of Rosemount which is readily available for development. 2. Provide additional customers to existing businesses in this area of the community. 3. Develop a high quality/high amenity site, especially along CSAH 42. Utilize the natural topography to improve the aesthetics of the site. 4. Develop a site which contains a variety of lot sizes which would appeal to a wider variety of businesses. 5. Consider the transition of land uses from "high quality" on the north to the existing land uses on the south. 6. Provide a site with a "business campus" or an "industrial campus" feel rather than the "old fashioned industrial park" look. 7. Develop a plan that is consistent with the Comprehensive Guide Plan and consistent with development on the CMC property to the north. SHORT ELLIOTT HENDRICKSON INC. ST. Evaluate Site for Proposed Land Use ■ Review industrial/ commercial market studies as provided $ 240 by the City. ■ Consider an appropriate mix of light industrial/commercial $ 230 and office space land uses. ■ Develop a conceptual layout showing the location of each type $ 180 of use. Evaluate Site for Utility Requirements Based on Projected Land Uses Develop requirements for sanitary sewer and complete $ 470 preliminary design in accordance with the proposed Comprehensive Sanitary Sewer Plan and the 1991 Comp- rehensive Sewer Plan Update. ■ Develop requirements for watermain and complete $ 470 preliminary design in accordance with the proposed Comprehensive Water System Plan. ■ Complete a hydraulic analysis of the site to determine $ 3,000 ponding requirements. This will include reanalysis of the CMC property to the north due to the revised land use that has been proposed. Include review of wetland regulations. Evaluate Site for Roadway and Access Requirements ■ Coordinate with the traffic study currently underway $ 210 in the western portion of the City of Rosemount. Incorporate applicable results of the study into the Business Park Concept Plan. ■ Consider an access at CSAH 42 opposite CMC as well as $ 140 the feasibility of other logical access points on CSAH 42, Biscayne Avenue, 145th Street, and S.T.H. 3. Consider the need for frontage road construction and the $ 470 need for other roadways within the site. Review the feasibility of an internal roadway which would connect to S.T.H. 3 at Canada Avenue. Mr. John Miller Page 3 October 26, 1992 Evaluate Site Layout of Lots and Staging of Improvements ■ Consider utility and roadway requirements as well as $ 230 tax increment and MUSA restrictions in the development of a staging plan. ■ Consider the importance of appropriate aesthetics in Phase I $ 140 of the development, and include a general review of the aesthetic parameters provided by the City. An aesthetically pleasing site will result in the attraction of future development within the Business Park. ■ Consider the transition in land use from the north to the $ 230 south end of the site in the development of a staging plan. Evaluate Site in Terms of Costs for the Proposed Improvements ■ Prepare budget figures for construction of all improvements $ 770 proposed. ■ Prepare budget figures for each stage of the improvements. $ 390 Include acquisition and relocation costs of existing property into the budget figures. These costs will be provided by the City. Include costs for the future upgrade of Biscayne Avenue in the budget figures. These costs will also be provided by the City. Prepare a Business Park Concept Plan and Associated Costs for the City's Review ■ Prepare a map showing the concepts for land use, utilities, roadways, lot layout and staging. ■ Prepare text with a brief explanation of the plan including the budget figures for construction. ■ Meet with City officials to review the plan and modify if necessary. The estimated costs are based on the scope as listed. Therefore, any change in the scope which occurs during the project will naturally result in a change in the associated costs. The time required to complete the tasks identified above will be approximately one (1) month after receipt of all necessary information from the City.
