On Thursday, September 17,'1992, the Metropolitan Council staff informed
the City that they were delaying the review of Rosemount' -s Comprehensive
Guide Plan-Amendme t regarding the sewer diversion to Empire Waste Water
Treatment Plant (WWTP). Originally, this amendment was to be placed on the
agenda of Metropolitan and Community Development Committee of the
Metropolitan Council on Monday, September 21, 1992, and it was to; go to the
full Metropolitan Council on October 8, 1992. Now it appears that
Rosemount's Comprehensive Guide Plan Amendment will be placed 'on -the
October 5th Metropolitan and Community Development Committee Calendar, and
then go to the full Metropolitan Council>on October 22, 1992. The
Metropolitan Council procedures allow ninety (90) days for major
comprehensive plan amendment reviews, so the review should be completed by
October 29, 1992.
According to the Metropolitan Council staff, the delay in the review of
this guide plan amendment is attributed mainly to concerns of other
communities within the Empire WWTP Service Area. Because of the
tremendous amount of concern that seems to be building regarding our
Comprehensive Guid Plan Amendment `request, `the City has arranged fora
meeting with all the cities -within the Empire WWTP Service Area. This
meeting will be he d on September 29, 1992 at 2:00 p.m. in the Rosemount
City ,Hall Council Chambers. Staff from the cities of Apple Valley,
Lakeville, Farmington, and Empire Township have been asked to attend. The
Metropolitan Council and Metropolitan Waste Control Commission (MWCC) staff
will attend at that' meeting to discuss the Empire WWTP capabilities and the
timeline "needed 'to make enhancements necessary to meet projected growth.
It is my assessment. that discussions with the interested parties over the
next two weeks will, be very critical for the approval of this amendment
At the Planning Commission Meeting on Tuesday, September 22nd, the Planning
Commission recommended that the Comprehensive Guide Plan Meeting set for
October 5, 1992 at '6:30 p.m. be delayed. The Planning Commission felt that
it was important that staff be able to devote their attention to following
this Guide`Plan,Am ndment through Met Council review.
On Monday staff will be delivering a -memo detailing the issues and the
implications for your discussion on Tuesday night.
RECOMMENDED ACTION: A MOTION to cancel the Special City Council Meeting
on the Comprehensive Guide Plan Update from October 5, 1992 and to re-
schedule it afte37 the approval of the Sewer Diversion Amendment
