SPECIAL MEETING
JULY 28, 1992
Pursuant to due call and notice thereof the Joint Special Meeting of
the Rosemount Port Authority and City Council was duly held on
Tuesday, July 28, 1992 at 7:30 p.m. in the Council Chambers of the
City Hall, 2875 145th Street West. The purpose of the meeting was
to clarify land use issues and determine the consensus for the future
comprehensive guide plan and future council decisions.
Chairperson Dunn called the meeting to order with members Mawe,
Anderson, McMenomy, Wippermann, Edwards and Sinnwell present; also
Council Members Klassen and Staats. Planning Commissioners Busho and
Meyer attended. Staff present included City Administrator Jilk,
Economic Development Coordinator John Miller, Planning Director Lisa
Freese, Assistant Planner Rick Pearson, Assistant Planner Marie
Darling and Recording Secretary Linda Jentink.
No additions or corrections were made to the agenda.
Executive Director Jilk noted that land use issues regarding
commercial and industrial businesses needed to be determined in view
of the need to relocate several businesses and conclude the revisions
to the comprehensive guide plan.
Economic Development Coordinator Miller lead the discussion on an
"auto mall" concept of locating "like" businesses together and where
this might be located. Two areas were considered appropriate, the
Nordvic property and the Sens property.
Todd Franz, owner of a car sales dealership on Highway 3 by the
Armory said he would not suggest putting similar businesses that
compete too close together.
Mayor McMenomy requested that the owners of Repairs, Inc. be
contacted on the acceptability of either the Nordvic or Sens
property.
MOTION by Mawe to order appraisals on the Nordvic property, including
demolition of the buildings, and the Sens property plus lot No. 3
immediately east of it (Berg Construction). Second by Sinnwell.
Ayes: Dunn, McMenomy, Anderson, Edwards, Mawe, Sinnwell. Nays: 0.
MOTION by McMenomy to authorize the hiring of consultants to complete
site utilization plans of the Nordvic and Sens property including
cost estimates to upgrade these sites for the purpose of developing
it as commercial and industrial land at an expense not to exceed
$5,000. Second by Sinnwell. Ayes: McMenomy, Wippermann, Anderson,
Edwards, Mawe, Sinnwell, Dunn.. Nays: 0.
Miller noted that the Port Authority acts as the "developer" in this
instance. Miller will do the concept drawings and John Voss was
recommended for the site utilization plans.

Administrator Jilk advised the group that Dakota County has
approached the City for a site to locate a senior housing complex.
It would be three stories high with forty apartments. The City would
help by acquiring the land and construction would be in 1994.
NOTION by Wippermann to approve the concept of a Dakota County Senior
Housing to locate in Rosemount. Second by Edwards. Ayes:
Wippermann, Anderson, Edwards, Mawe, Sinnwell, Dunn, McMenomy. Nays:
0.
Staff was requested to look into having a "staff appraiser". With
the many projects upcoming this may be more economical.
Additional discussion was held on commercial zoning and how to have
restrictive covenants to maintain clean and desirable business
fronts.
The joint meeting was adjourned at 9:45 p.m.
