REVISED 1993 PORT AUTHORITY BUDGET -SECTION 207

I have attached a revised - well actually new - Section 207 for inclusion
in the 1993 Port Authority budget. The new Section 207 addresses the
suggestion of Commissioner Edwards to complete an "audit and evaluation" of
Port Authority activities and projects. John Edwards is right. It is an
important work task to study what we've done and to measure our successes
and failures. The new Section 207 requires us to do that work.
The Port Authority has the option of approving a budget (amended however
you would like) at the December 1 meeting or setting a meeting date prior
to December 10 to adopt a budget.
RECOMMENDED ACTION:
Motion to approve the 1993 Port Authority budget as submitted and
amended (or) Motion to set (add date) as a meeting date to consider the
1993 Port Authority budget.

Budget Category: 207
Budget Item: Audits and Evaluations
Description of Work: The Port Authority is required by law to complete an annual reprot of its
activities for the City Council. In addition, the commissioners need to
review their own accomplishments in a manner that provides both an
evaluation of procedures and results. Standars should be adopted that
provide quantifiable criteria for year-to-year comparisons: Obviously it is
hoped the commissioners and thier staff people will improve the quality of
their operations as a result of this work. It is also hoped the work tasks of
the Port Authority will become mroe focused as results of different
activities are studied.
