RECOMMENDED ACTION:
Motion to direct Port Authority staff persons to request "formal quote
and supplemental documentation for a preliminary "environmental site
assessment" of. the Repairs, Inc. site.

Dr. Johnson's Relocation
Dr. Kerry Johnson had been considering two sites for new office
building. These are the Repairs, Inc. property on Highway 3 and
the McMenomy Appraisal site on 145th Street and Burnley Avenue.
Steve Jilk asked me to do some concept plans for both sites.
Attached you will find two concept plans for the McMenomy site
and one for Repairs, Inc..
I found the Repairs, Inc. location to have several limitations.
1. Too small. In previous work completed the lot was thought
to be 110 feet wide and 196 feet deep. I determined the lot
is only 166 feet deep with 30 feet being used for road
right-of-way. I confirmed this with Rick Pearson, Assistant
Planner. This gives a lot area of about .42 of an acre.An
earlier sketch plan assuming the larger dimension met code
requirements for parking only by surrounding the proposed
building with a literal sea -of -asphalt.
2. Steep slope. The steep slope at the rear (north) of the lot
presents building limitations through the issue of
stability.
3. Park Consideration. The area immediately north of the
Repairs Inc. site is the planned location of the park
shelter and the amphitheater. Work should be completed to
limit the slope at the rear of the Repairs, Inc. lot to give
better aesthetics to the park. This reworking of the land
contours limits the flat and perceived buildable area even
more.

4. Fill material. I have been verbally advised that fill
material unsuitable for building purposes has been deposited
on both the Repairs, Inc. lot and the adjacent "church
property" lot.
5. Church Lot issues. The "church property" lot was thought to
be a possible location for additional parking. At the
boundary with the Repairs, Inc. lot, the church lot is only
33 feet wide, not enough width to permit any practical
combination of parking area. In addition the deed to the
property restricts use of the land to "park entrance".
Now for some good news. I visited with Dave Bechtold, the Parks
and Recreation Director, and confirmed that a land swap that
would straighten park and Repairs, Inc./Church property lot
boundaries was possible. The park people also hope that
landscaping and grading of all the properties could be combined.
Bottom line? The site is too small for a free standing
clinic/office building of the size Dr. Johnson is considering.
Another location should be sought.
In reviewing the McMenomy site, I was at first dubious of its
value. The land is adjacent to a railroad and is in the shape of
a trapezoid. By definition the shape makes a portion of the
parcel unbuildable.
From the attached concept plan you can see however that even a
one-story office building fits nicely on the parcel. Parking
requirements are easily met and one plan has a loading zone and a
screened dumpster location. A very significant area remains
available for sidewalk and green area, a condition that among
other things allows for screening of trucks.
I walked the site on June 30" and was pleased with its gentle
slope and elevation. An office building located on the parcel
should be an impressive addition to the downtown due to the
elevation of the land. It should offer a good transition from
the historic downtown to newer land uses east of the site.
Dr. Johnson is on vacation this week (until July 3). I will
attempt to visit with him on Monday or Tuesday prior to the Port
Authority meeting on July 7, 1992.
