Recommended Action: A MOTION to approve the site plan for the office/warehouse
building project subject to: 1) a grading/erosion control and sediment control/drainage plan
for South Rose Park 3rd Addition must be submitted to and approved by the City Engineer;
2) modification of the landscape plan regarding plant materials, spacing, and to include three
additional trees, in accordance with Section 8.3 of the Zoning Ordinance; 3) providing a
landscape performance security, as required in Section 8.3(G) of the Zoning Ordinance; 4)
conformance with applicable building and fire codes, as well as ADA requirements for
handicapped access; and 5) modification of the west elevations of the building to conform to
building materials standards as specified in Section 7.2 of the Zoning Ordinance.

Mr. Daniel Huntington is requesting site plan approval of a 7940 sq. ft. office and
warehouse building located on lot 2, in South Rose Park Third Addition, south of the
existing Matthew -Daniels building at 15185 Carrousel Way. The land is zoned C-4, General
Commercial. Offices, business and professional, construction materials sales including
building supply stores, wholesale businesses and supply centers are uses permitted by right
in the district. The facility will house his plumbing contracting and supply business.
Preliminary discussions with the applicant raised questions as to whether the use was
permitted in the General Commercial district. Given that the warehouse is accessory to the
office and wholesale aspect of the use, Planning staff has determined that the use is
permitted in the General Commercial district.

ACCESS/SITE CHARACTERISTICS
The site is 0.75 acres in size and has one access to Carrousel Way on the east side of the
parcel. The site is has 140 ft. of frontage with a depth varying from 218 to 252 feet deep.
Currently the site is undeveloped, but the site contains a large amount of stockpiled
excavated material. The site plan indicates proposed spot elevations that indicate generally,
how the site is to be graded. The building and paved -surfaces combined equal 74.2 % lot
coverage, which is 0.8 % below the maximum. In other words, the proposed use is
maximizing the existing site with little flexibility left for future expansion or modification.
The South Rose Park Third Addition development contract required that a grading plan be
submitted for the entire addition before any building permits are to be issued. To date, no
grading plan has been submitted to the City. The Developer of South Rose Park Third
Addition is responsible for the grading plan.
The ordinance standards for office, "shop" and warehouse uses require 11 parking spaces
which have been provided for on the site. If any of the uses - especially office - are
expanded, additionalparking would have to be provided in the fenced area. labeled
"bituminous. drive and parking".
BUILDING CONSIDERATIONS
The east elevation fronting on Carrousel Way is composed of gray face brick veneer with a
maroon vinyl canopy above the windows and doors. On the north elevation a
combination of grey' decorative masonry block and a grey standing seam metal wall is
specified. The west warehouse elevation will be a standing seam metal wall. The west
office and south warehouse elevation building materials are not specified. A combination of
grey brick and grey standing seam metal will be used for the south office wall. Appropriate
treatments must be applied to the west and south elevations to meet ordinance building
material standards.
LANDSCAPING
Five shade trees are indicated for the east frontage adjacent to the parking area; four upright
junipers are indicated in the ten foot side yard north of the warehouse. Additionally, a
foundation planting of globe evergreens are indicated for the east office frontage. The
landscape standards specify eight trees or 1 tree per 3,000 square feet of land area. The
landscape plan is deficient by three trees from the minimum standards of section 8.3
(Landscaping Requirements) of the Zoning Ordinance.
