McMenomy COUNCILMEMBERS Shelia Klassen James (Red) Steals Harry Willcox Dennis Wippennann ADMINISTRATOR Stephan Jilk of the Mr. Steve Kopel, owner and operator of McDonald's Restaurant on C.S.A.H. 42 and Canada Avenue is requesting site plan review approval for a 1,640 sq. ft. addition to the existing restaurant.. The zoning is C-4 General Commercial. The addition will provide a "playland" and additional seating capacity. No setback encroachments will be caused by the addition. Maximum lot coverage standards for General Commercial districts is 75% impervious surface. This site has approximately 72% impervious vs. 281% green space. Forty five parking spaces are required by the zoning ordinance. The existing sixty three parking spaces are in excess of the ordinance requirements. Building inspection staff indicated that their review of the construction plans will include conformance with the ADA standards for exterior handicapped access. BUILDING ADDITION CHARACTERISTICS The mansard roof will match the existing roof in design and materials. Approximately 75 % of the wall surface will be glass with the remaining being a brick veneer "knee wall". The addition meets the zoning ordinance materials standards (Svertylking's coming (UP RosemounlY Regular Planning Commission Meeting Reviews September 8, 1992 LANDSCAPING Landscaping displaced by the addition will be relocated in the curbed island in front of the addition. A combination of shrubs, annual and perennial flowers will be installed. The existing site is in conformance with current zoning ordinance landscape standards. OTHER ISSUES Planning staff has spent a considerable amount of time attempting to achieve conformance with ordinance B-5 (signs) on this site. The use of the temporary sign and the large number of banners have caused complaints and the petitioner has been slow to respond to staff requests to remove the portable sign upon the expiration of the permit, or in the absence of the permit. 1.
