Tracie has given so much to the community in using her many talents, her high work ethic and her outgoing personality. she will be greatly missed. I would ask your consideration in this matter to do two things: 1) accept, with regret, Tracie's resignation; and 2) direct the City Administrator to review the aspects of the position and begin the process for replacement. RECOMMENDED ACTION: MOTION to accept Tracie Pechonick's resignation with regret effective January 17, 1992 and authorize the City Administrator to begin the replacement process by reviewing staffing `needs and bringing a recom- mendation to Council by January 21, 1992. Tracie is leaving to take a position offered to her with the Dakota County HRA as Assistant to the Executive Director. Replacing Tracie will be difficult. Tracie has always provided a professional aspect to her position and has developed the position to one of respect and value not only on staff but throughout the community. Her responsibilities are many and varied. It will be vital to replace her with someone who can carry out these responsibilities. I feel that we need to move ahead in that regard immediately. But I wish to take a few weeks to completely review the best approach to defining work responsibilities and the scope of those responsibilities for new staff person. When someone in a key role such as Tracie has, leaves;it does provide us with such an opportunity. Because of the interrelationship of Tracie's position with those of Sue VanderHeyden, mine and other departments and because of the variety and diversity of her responsibilities,I would like a few weeks to best determine if we might look at some restructuring on staff before we replace her. It would be more fair to any potential employee to define their role prior to employment than to wait until after and cause changes - if we can do so. I wish you would consider accepting Tracie's resignation with regret and authorize her replacement, but do so by giving me direction to review the options for replacement including the restructuring and re -defining of her position. 6very1hing`s (Pouring VJ6 gosevnounl!! council Memo Page 2 If you approve, we would provide the Council with a recommendation by January 21st at the second regular council meeting. Itrust you all understand that we cannot operate without someone completing the work Tracie does but I believe that it is worth taking a few weeks to review our options as to the specific role a replacement would play. lj ANNOUNCEMENTS - CITY COUNCIL MEETING SCHEDULE 12/12/91 December, 1991 - January, 1992 Dec. 16 Mon. 7:30 p.m. Parks & Recreation Committee Dec. 17 Tues.6:00 p.m. EDA Meeting 7:30 p.m. Regular Council Meeting Dec. 20 Fri. 11:30 a.m.Holiday Luncheon Dec. 25 Wed.
