Staff has attempted to gather as many fees and rates as possible into one document. It is our hope that by the end of 1992, all fees and rates will be approved through the adoption of one resolution. The following fees are included within this resolution: Planning and Zoning Fees Park Dedication Fees Fire Department Permits and Fees Animal License Fees Building Permits and Fees Water and Sewer Rates, Fees and Deposits The appropriate Department Heads and I will be present to answer any question that you may have. RECOMMENDED ACTION: MOTION TO APPROVE A RESOLUTION ESTABLISHING THE SCHEDULE OF RATES AND FEES FOR 1992. PARK DEDICATION FEES Park dedication fees are outlined in City Ordinance No. XVI1.86 which states: In all new residential subdivisions, the City shall require that a sufficient portion of such land be set aside and dedicated to the public for parks, playgrounds or other public use exclusive of property dedicated for streets and other public ways. It shall be presumed that a sufficient amount of land has been dedicated for parks and playgrounds for the present and future residents of the subdivision, if the subdivider dedicates at least 1/25 of an acre per dwelling unit that can be constructed in the subdivision. The City upon consideration of the particular type of development proposed in the subdivision may require larger or lesser amounts of land be dedicated if the City determines that the present and future residents of the subdivision would require greater or lesser amounts of land for such purposes. The City shall determine whether a cash in lieu of land dedication is more appropriate. The amount of cash dedication shall be determined by multiplying the number of acres otherwise required to be dedicated by the average value of comparable undeveloped land set by resolution by the City Council. In all new commercial and industrial subdivisions, it shall be presumed that a sufficient amount of land has been dedicated to serve the needs of the resident and working population if the subdivider dedicates at least five percent (5%) of the land in the subdivision for parks, recreation and usable open space. The City upon consideration of the particular type of development proposed in the subdivision may require larger or lesser amounts of land to be dedicated if it determines that the present and future residents of the subdivision would require greater or lesser amounts of land for such purposes. The Cityshall determine whether a cash in lieu of land dedication is appropriate. The amount of cash dedication shall be determined by multiplying the number of acres otherwise required to be dedicated by the average value of comparable undeveloped land set by resolution of the City Council. The maximum fee on an apartment building shall not exceed $ 35.00 per dwelling unit for the first twenty (20) units and $ 30.00 per dwelling unit for the balance of the units. 5. The maximum number of 0 to 30 ampere circuits to be paid on any athletic field lighting standard is ten (10). 6. In addition to the above fees: A charge of $ 2.00 will be made for each street lighting standard. A charge of $ 3.00 will be made for each traffic signal standard. Circuits originating within the standard will not be used when computing fees. 7. In addition to the above fees: All transformers and generators for light, heat and power will be computed separately at $ 5.00 per unit plus $ .25 per KVA up to and including 100 KVA. 101 KVA and over will be computed at $ .20 per KVA. All transformers for signs and outline lighting shall be computed at $ 4.00 for the first 500 VA or fraction thereof per unit plus $ .40 for each additional 100 VA or fraction thereof. 8. In addition to the above fees (unless included in the fee filed by the initial installer): Remote control, signal circuits and circuits of less than 50 volts shall be computed at $ 6.00 per each ten (10) openings or devices of each system plus $ .50 for each additional opening. 9. For review of plans and specifications of proposed installations there shall be a minimum fee of $100.00 up to and including $30,000.00 of electrical estimate, plus 1/10 of one percent (1%) on any amount in excess of $30,000.00 to be paid by persons or firms requesting the review. 10. When re -inspection is necessary to determine whether unsafe conditions have been corrected and such conditions are not subject to an appeal pending before any court, a re -inspection fee of $ 15.00 may be assessed in writing by the inspector. 10 V 11. For inspections not covered herein, or for requested special inspections or services, the fee of $ 22.00 per man hour, including travel time, plus $ .22 per mile traveled, plus the reasonable cost of equipment or material consumed. This section is also applicable to inspection of empty conduits and such jobs as determined by the City. 12. For inspection of transient projects including, but not limited to, carnivals and circuses the inspection fees shall be computed as follows: Power supply units according to item 2 of the fee schedule. A like fee will be required on power supply units at each engagement during the season, except that a fee of $ 22.00 will be charged for additional time spent by the inspector if the power supply is not ready for inspection at the time and date specified on the Request for Inspection as required by law. Rides, devices or concessions shall be inspected at their first appearance of the season and the inspection fee shall be $ 15.00 per unit. 13. Fees for services, feeders and circuits operating at over 250 volts shall be double those listed in items 2 and 3 above. Special and Miscellaneous Inspections As recommended by Table 3A of the 1888 Uniform Building Code. W. Administration Handling Fee Twenty-five (25%) percent of the permit fee. This fee will be charged for address and lot changes and for permit and file editing. These changes must be done within thirty (30) days of permit issuance or all prior permit fees will be forfeited (non-refundable). X. Documentation Fees 1. License Requirements 1. Plumbing Master plumbers license number, certificate of liability and workers compensation insurance and State Department of Health Bond. (no fee required) 2. City Contractor $ 25.00 Certificate of liability insurance with the City of Rosemount listed as a Certificate Holder and proof of workers compensation insurance. 3. State Contractors License Confirmation Fee $ 5.00 4. Septic System Installers License Dakota County ISTS license, a certificate of liability insurance with the City of Rosemount listed as a Certificate Holder and proof of workers compensation insurance (no fee required). 5. Solid Waste Hauling License $ 50.00 Completed City application, fee schedule based upon volume and a certificate of insurance and proof of workers compensation and public liability insurance. VI. WATER AND SEWER RATES, CHARGES AND DEPOSITS A. Use Charges 1. Water Consumption Charges The amount due and payable by each water user within the City for water taken from the water system shall be as provided below, payable quarterly and deposited in the Utility Operating Fund: RATE SCHEDULE Meter Size: all sizes Quarterly Rate: $1.10/1,000 (t) Gallons 12 MINIMUM QUARTERLY CHARGES Meter Size: all sizes Minimum Charge: $18.00 plus meter maintenance (based on 0-18,000 gallons) a) In case the meter is found to have stopped, or to be operating in a faulty manner, the amount of water used will be estimated in accordance with the amount used previously in the year. b) Any pre -payment or overpayment of charges may be retained by the City and applied on subsequent quarterly statements. c) Each quarterly billing for water service not paid when due shall incur a penalty charge of 10% of the amount past due. d) For turning on water, where service has been turned off, a service charge of $15.00 will be made. e) Water billing shall start at the time of installation of the water meter. 2. Sewer Usage Charge A charge is hereby imposed upon every person whose premises are served, either directly or indirectly, by the sanitary sewer system within the City, for the use of the facilities of said sewer system. 13 41 4. The charge for residential use will be based on the actual amount of water used for the first, second, and fourth quarters. The third quarter sewer charge will be based on the first quarter water use. Commercial, institutional and industrial charges shall be based upon the actual amount of water used during each quarter. The charges shall be as stated below and deposited into the Utilities Operating Fund. All Users Quarterly Charge: $1.85 /1,000 (Iq gallons Minimum Charge: $27.75 (based on 0-15,000 gallons) Charges for sanitary sewer users without municipal water or metered non - municipal water shall be $37.00 per quarter per unit. WATER SURCHARGE A surcharge will be made for debt service of the core water facilities, effective July 1, 1989, at the following quarterly rates: Meter Size Single Family Multi -Family 1 " (a) 2" (a) 3" (a) 4" (a) 6" (a) (a) Commercial, Rate Per Quarter $,4.50 $ 3.50 $ 6.75 $15.75 $23.50 $35.00 $77.50 Industrial, or Institutional The surcharge revenue shall be deposited in the Water Surcharge Fund. CAPITAL CHARGES Capital charges for connection to the water, sanitary sewer, and storm sewer systems are adjusted annually on January 1, based upon the Engineering News Record Construction Index. 1. City Water Connection Charges A connection charge shall be imposed for each new connection to the municipal water system. The charge shall be utilized to pay for the cost of core facilities (water supply, storage and distribution main oversizing and etc.). The charge shall be as stated below, and deposited into the Water Hook -Up Fund: 14 F, a. 1 C. Cj Single family detached homes, mobile homes, and single family attached homes with individual laundry facilities: $980.00 per unit Apartments, condominiums and single family attached homes with central laundry facilities: $790.00 per unit Industrial, Commercial and Institutional: Water Service Size Connection Charge $1,640.00 $3,280-00 $4,920.00 The connection charge for water services over two inches (2") shall be determined by the City Council. e. A connection charge shall be made for each individual water service line, based upon the minimum line size required according to the fixture unit calculations in the State's plumbing code. City Sewer Connection Charge A sanitary sewer connection charge shall be imposed for each unit connecting to the sanitary sewer system, or for any unit for which a building permit is issued and which is located within the City's 1990 sanitary sewer service district, as determined by the City's last comprehensive plan as approved by the Metropolitan Council. The charge shall be utilized to pay for the cost of core facilities (trunk sewers, lift stations, forcemains and unusual circumstances). Any unit involving a single family structure which is located on property greater than 13,500 square feet, shall be charged one basic connection charge unit for each 13,500 square feet of property area or fraction thereof, but in no event shall a charge result in more than 2.5 basic units for each acre of property. Ponding easements, scenic easements or other extraordinary easements will not be included in the square footage of the property area. These connection charges shall be deposited into the Sewer Hook -Up Fund. a. Single family detached homes, mobile homes and single family attached homes with individual laundry facilities: $980.00 per unit 15 b. Apartments, condominiums and single family attached homes with central laundry facilities: $790.00 per unit C. Industrial, Commercial and Institutional: The connection charge shall be based upon the number of equivalent single family detached dwelling connections taken from the latest edition of the Metropolitan Waste Control Commission Reserve Capacity Manual. The equivalents for uses not listed shall be determined by the City Council 3. Metropolitan Waste Control Commission Service Availability Charge The City shall collect, in addition to City connection charges, the Metropolitan Waste Control Commission (MWCC) Service Availability Charge (SAC), as set forth by the MWCC. 4. City Storm Sewer Connection Charge A storm sewer connection charge shall be imposed for funding of landlocked pond acquisition and storage volume development, in addition to construction of discharge storm sewer piping that enters other jurisdictions. The charge shall be imposed for each unit where a building permit is issued for new construction provided the unit meets either of the following criteria: a) The subdivision, in which the unit to be built is located in, was platted since January 1, 1985, or b) The subdivision, in which the unit to be built is located in, was less than 90 percent developed by March 1, 1988. The following is a list of subdivisions, as of December 31, 1989, that meet either of the above criteria: (a) Rosemount Plaza 2nd Addn Shannon Park 1st Addn Westridge 1 st - 3rd Addn O'Leary's Hills 2nd - 4th Evenson 1st Addn Country Hills 1st - 3rd Wensmann 1st -4th Addn Carrollton 2nd & 3rd Addn Limerick Way Shannon Oaks Chelsea Woods Estates (b) Valley Oak Replat Addn South Rose Park 2nd Addn 16 South Rose Park Addn Replat Broback Industrial Park The charge shall be as stated below, and deposited into the Storm Sewer Connection Fund: a. For single family detached homes, single family attached, and mobile homes, a unit will be considered as each dwelling unit. The density of these units shall be considered to average 2.5 units per acre. The connection charge shall be: $ 980.00 per unit $2,940 per acre The minimum single family connection charge shall be for one lot or dwelling unit, whichever is greater. b. For multi -family developments such as apartments, condominiums, and townhouses the connection charge shall be one and two-thirds (1.67) times the rate stated above in paragraph D.1. for each acre of multi- family developments. The connection charge shall be: $4,910.00 per acre The minimum multi -family connection charge shall be for one (1) acre C. For institutional and public developments the connection charge shall be one and two-thirds (1.67) times the single family area rate stated above in paragraph D.1. for each acre of institutional and public development. The connection charge shall be: $4,910.00 per acre The minimum institutional and public connection charge shall be for one (1) acre. d. For commercial developments the connection charge shall be two and one-sixth (2.17) times the rate stated above in paragraph D.I. for each acre of commercial development. The connection charge shall be: $6,380.00 per acre The minimum commercial connection charge shall be for one (1) acre. e. For industrial developments the connection charge shall be two and one-third (2.33) times the rate stated above in paragraph D.1 for each acre of industrial development. The connection charge shall be: $6,850.00 per acre The minimum industrial connection charge shall be for one (1) acre. 17 C. MISCELLANEOUS CHARGES, DEPOSITS AND PERMITS 1. 2. 3 Water Meter Accuracy Check A Consumer may, by written request, have his meter accuracy checked by depositing the amount stated below with the Utility Department. In case a test should show an error of over five percent (5%) of the water consumed, the deposit will be refunded to the consumer, a correctly registered meter will be installed, and the bill will be adjusted accordingly if the error was in favor of the City. Such adjustment shall not extend back more than one billing period from the date of the written request. The charges for meter testing are as follows, and shall be deposited into the Utility Operating Fund: For testing 5/8" - 2" meters $ 30.00 For testing 3" meters $ 36.00 For testing 4" meters $ 70.00 For testing 6" meters $100.00 Sewer and Water Permit A permit must be obtained to connect to the City water and sewer system or to construct a private sewer or water system in accordance with Section 1.12 of the City Sewer and Water Ordinance. A fee shall be charged as established by the City Council, which covers the cost incurred by the City to process and inspect the system installation, and shall be deposited into the General City Deposits. Property Assessments If a lot or tract of land receives abutting lateral sanitary sewer or water benefit, a building permit or connection permit shall not be issued until one of the following conditions has been complied with: a. A lateral sanitary sewer and water assessment has been paid, levied, or will be levied in due course, or b. The applicant shall pay an additional connection fee for lateral sanitary sewer and watermain service per lineal foot of assessable abutting property based on the rates in effect at the time of building or connection permit application. The 1991 rates per lineal foot are as follows: Sanitary Sewer $30.00/I.f. Watermain $25.00/I.f. These rates shall be adjusted annually on January 1, based on the "Engineering News Record" index.
