QUI ATTACHMENTS: APP PED Y: Proclamation This October we will focus public attention on our nation's fire problems by observing the 69th Annual Fire Prevention Week. The Rosemount Fire Department would like to take the opportunity to remind the citizens to remain vigilant against fire all year long. This year, the National Fire Protection Association has chosen "Fire Won't Wait —Plan Your Escape" as the theme for Fire Prevention Week, October 6-12, 1991. Fire kills Americans every day when children play with matches without realizing the powerful destructive force they hold in their hands, seniors leaving dinner unattended on the stove for "just a minute", and someone who falls asleep watching television while smoking. It is a national tragedy that more than 6,000 people still die every year in fires. That would be the equivalent of two Northwest 747 airplanes crashing head-on every month. Fire Prevention Week has been proclaimed by the American president since 1922 when President Harding first urged Americans to take fire seriously. It is meant to focus national attention on fire dangers and to assist the fire service in tackling the problem in communities all across. America. We know that public apathy must and can be combatted. Citizens who are made aware of fire's danger can and will take steps to reduce the risk. With this proclamation we hope to bring attention to the fire problem and to have all the citizens of Rosemount practice good fire safety and to teach their children that fire is a tool and not a toy. RECOMMENDED ACTION: Proclaim the week of October 6-12, 1991 as "Fire Prevention Week'" for the City of Rosemount. Box 510, Rosemount, Minnesota 55068-0510 COUNCILMEMBERS Sheila Klassen John Oxborough A Harry Willcox Dennis Wippermann P R O C L A M A T I O N ADMINISTRATOR Stephan Jilk NATIONAL FIRE PREVENTION WEER OCTOBER 6-121 1991 WHEREAS, home fires killed every 100 minutes in the United States in 1990; and WHEREAS, more than 4,000 fire deaths, about 80 percent of the total U.S. fire deaths, occurred in the home in 1990; and WHEREAS, children under the age of 6 and older adults age 65 or over have the highest risk of dying in home fires; and WHEREAS, developing and rehearsing home escape plans is a proven life-saving measure that we all can take and WHEREAS, every household should have such a home fire escape plan that includes having working smoke detectors and two ways out of each room; and WHEREAS, fire safety behaviors such as crawl low under smoke and stop, drop and roll save lives; and WHEREAS, planning and rehearsing home fire escape plans does not cost us anything, but we may have to pay dearly in loss of life, injuries and property damage for not having one; and WHEREAS, the fire department of the City of Rosemount is dedicated to the safety of life and property from the devastating effects of fire; and WHEREAS, those members of the Rosemount Fire Department are joined by other concerned citizens of the City as well as businesses, schools, service clubs and organizations in their fire prevention efforts; and NOW, THEREFORE, BE IT RESOLVED, I, Vernon J. Napper, Mayor of Rosemount, Minnesota, do hereby proclaim the Week of October 6-12, 1991 as Fire Prevention Week. This week commemorates the great Chicago fire of 1871 which killed 250 persons, left 100,000 homeless and destroyed more than 17,400 buildings. I call upon the people of this City to participate in fire prevention activities at home, work and school and to heed the message, "Fire Won't Wait - Plan Your Escape" as the 1991 Fire Prevention Week theme suggests.
