This item consists of discussion of the warranted need to replace the ten year old tandem dump truck and Council authorization to advertise and obtain bids for its replacement. The attached memo summarizes the current policy, rationale and warrants from staff supporting the replacement of this vehicle. We have reviewed the maintenance, repair costs and compatibility of the existing tandem and offer that summary for Councils consideration. The money has been budgeted in the CIP so the expenditure will not be out of sequence. RECOMMENDED ACTION: Motion to authorize staff to advertise and obtain bids for tandem dump truck. COUNCIL ACTION: Approved. 4 TO: MAYOR NAPPER COUNCIL MEMBERS: Cvy$0 VT KLASSEN OXBOROUGH WILLCOX WIPPERMANN FROM: RON WASMUND, PUBLIC WORKS DIRECTOR DATE: MARCH 15, 1991 RE: PURCHASE OF TANDEM DUMP TRUCK We are approaching the Council again with this item to try to explain the rationale and demonstrate the need for the purchase of a new tandem dump truck for street maintenance. Our current fleet of dump trucks include the 10 year old tandem we wish to replace, a six year old single axle, a one year old single axle and a two year old one ton with a shallow dump box. The tandem we desire to replace is a key vehicle in our dump fleet. Its 14 yard capacity box hauls twice the load that any of the others are capable of. If it breaks down we must pull both the single axle trucks from assigned tasks or rent another vehicle to make up for the loss in the fleet. The truck has been a good one. The first seven years of service it performed well with only minor repairs and routine maintenance needed. The past three years repairs have been major. The transmission was rebuilt, the drive axle differential rebuilt and a second clutch replacement. The repair cost excluding routine maintenance averaged over ten years rather than the last 3 years is running 17 cents per mile using City mechanics. The brakes are currently a concern they have been rebuilt 3 times over the ten year period and now need constant adjustment. In view of the new vehicle inspection laws, we will need to do a complete rebuild of the brakes at a cost of $1,817.50 if not traded. When replacing the truck now it will be equipped with an automatic transmission providing more compatibility between different drivers thus allowing a wider range of use. This vehicle has been budgeted for replacement over the last 5 years. There is currently $102,000 in the C.I.P. budget for this replacement. Part of the management of capital equipment involves a sequential replacement schedule to avoid multiple purchases in a single year. we are trying to establish a 7 year rotation policy providing an opportunity to delay one to two years if necessary and yet retain value for trade in. Staff does recognize the current budget constraints and effects of possible additional state aid cuts. These pending cuts do influence our decision and reinforce the need for an effective vehicle management policy. If the purchase of this truck is delayed this year it will most likely need to be delayed until after the states biennium budget measures. If that occurs we will then be faced with replacing this tandem as well as the current 6 year old single axle truck in 1994. As of this writing I have not looked ahead in the C.I.P. to see what other equipment might be scheduled for replacement in 1993 and 1994. For those of you that were unable to get a chance to inspect this vehicle, we will have it in the parking lot for your inspection and test drive (with proper drivers license) on Tuesday night.
