SPECIAL EXECUTIVE SESSION
OCTOBER 3l 1991
Pursuant to due call and notice thereof a special executive
session of the City Council of the City of Rosemount was duly
held on Thursday, October 3, 1991 at 6:30 p.m in the Council
Lounge at Rosemount City Hall.
Mayor Napper called the meeting to order with Councilmembers
Klassen, Willcox, and Oxborough present. Councilmember
Wippermann was absent. Also in attendance were Stephan Jilk,
City Administrator and David Grannis, Attorney.
Purpose of the meeting was to discuss the proposed settlement of
appeals on Hawkins Pond assessments.
Meeting was opened to add the following item: Reset Public
Hearing for Minor Guide Plan Amendment.
Meeting was then closed to discuss the Hawkins Pond assessments.
Attorney Grannis explained a proposed settlement to these appeals
as brought by the appellants.
The consensus of the Council was to take 24 hours to think the
proposal over and to meet on October 4, 1991 at 5:15 p.m. to
discuss the issue again.
By unanimous consent, the Council went into open session to
consider the item added to the agenda.
MOTION by Napper to reset a Public Hearing for a Minor Guide Plan
Text Amendment of the Waste Management and Public Land Use
Elements from October 22, 1991 to November 5, 1991 at 8:00 p.m.
SECOND by Klassen. Ayes: Napper, Klassen, Willcox. Nays:
Oxborough.
MOTION by Napper to adjourn.
Nays: 0.
