To become effective, all ordinances or a summary of an
ordinance must be published in the official city newspaper. At
the October 1, 1991 meeting the City Council approved Ordinance
B-15, the Mississippi River Corridor Critical Area Overlay
District. This ordinance is quite lengthy, so staff prepared a
summary of this Ordinance for official publication. Staff
requests that the City Council approve this summary.
RECOMMENDED ACTION: A motion to approve the summary of the contents
of Ordinance B-15 for official publication.

AN ORDINANCE AMENDING ORDINANCE B
CITY OF ROSEMOUNT ZONING ORDINANCE
The City Council of the City of Rosemount, Minnesota ordains as follows:
A SUMMARY OF THE CONTENTS OF ORDINANCE B-15
The City Council of the City of Rosemount on October 1, 1991 adopted an amendment to the Zoning
Ordinance which re-establishes the Mississippi River Corridor Critical Area Overlay District and its
associated regulations in the City of Rosemount. This summary, approved by the Rosemount City Council
on October 15, 1991 provides a brief description of the Mississippi River Corridor Critical Area Overlay
District. Printed copies of the entire text of the Zoning Ordinance and this Overlay District are available, for
sale or inspection, at the Rosemount City Hall during regular business hours.
SECTION 93A (INTENT AND PURPOSE) This subsection identifies the intent of the Mississippi River
Corridor District, establishes it as an overlay district, and provides definitions for purposes of Section 9.3.
SECTION 93B (SITE PLANNING) This subsection specifies site plan requirements beyond those already
established under Ordinance B and provides standards for site plan approval.
SECTION 93C (OVERLAY DISTRICT DESIGNATIONS) This subsection designates the Overlay District
and establishes its boundaries.
SECTION 931) (DIMENSIONAL REQUIREMENTS) This subsection identifies requirements for
substandard lots, lot sizes, structure setbacks, structure heights, structure placement, and sight lines in the
Overlay District.
SECTION 93E (PERMITTED USES) This subsection permits residential development, commercial and
industrial activity, agriculture, mineral extraction, recreation, and signs in the Overlay District subject to the
provisions of the underlying zoning district.
SECTION 93F (PERMITTED FACILITIES) This subsection provides for construction and maintenance of
transmission services, pipelines, sewage treatment plants, essential services and public safety facilities,
transportation facilities, private roads, and barge facilities in the Overlay District.
SECTION 93G (EARTHWORK AND VEGETATION) This subsection establishes requirements for grading,
filling, and vegetation management in the Overlay District.
SECTION 9.311 (GENERAL PROVISIONS) This subsection regulates non -conforming uses and structures;
sewage systems; marinas and boat launching ramps; riverfront uses; and pilings, dredging, and filling in the
Overlay District,
SECTION 93I (SUBDIVISION) This subsection identifies criteria for and the regulation of land subdivision
in the Overlay District.
SECTION 93J (ADMINISTRATION) This subsection sets forth procedures for public notices, hearings, and
variances in the Overlay District.
SECTION 93K (VIOLATIONS AND PENALTIES) This subsection establishes penalties for violation of
Section 9.3.
The effective date of this ordinance shall be after its passage and publication according to law.
