FREESE, DIRECTOR OF PLANNING # 7 B ATTACHMENTS: RESOLUTION, LETTER FROM DAKOTA APPROVED BY: COUNTY Dakota County has received a request from the City of Apple Valley to rename County Road 38, State Trunk Highway 77 and County State Aide Highway 77 between County Road 11 and the Apple Valley/Rosemount border. The name requested by Apple Valley is Valleywood Drive. The County has noticed the City of this request and has suggested that the name change may be appropriate within the Rosemount borders to State Trunk Highway 3 as well. The Planning Commission reviewed this proposal at their October 8 Regular Meeting and recommended that the City Council oppose the proposed name - change both within the Rosemount boundary and in Apple Valley. The Planning Commission concurred with staff's opinion that the proposed name: would be inappropriate within the City of Rosemount and inconsistent with the City's numbering scheme for major east -west streets. The Planning Commission also discussed the need to have street names consistent as they cross through multiple jurisdictions and that leaving the street name as 125th Street would be the most logical solution. If, however, the County approves the name change within Apple Valley, the Planning Commission discussed the need to have a 125th Street sign at Pilot Knob Road. The Planning Commission also recommended that the City Council consider recommending to the County that the City Council's of both communities meet jointly to decide on the street name. RECOMMENDED ACTION: A motion to adopt A RESOLUTION CONCERNING THE PROPOSED RENAMING OF COUNTY ROAD 38 TO VALLEYWOOD DRIVE. COUNCIL ACTION: DAKOTA CJEFFREY J. The request is in the form of a City Council resolution to name new County Road 38, State Trunk Highway 77 and County State Aid Highway 38 Valleywood Drive between County Road 11 and the Apple Valley/Rosemount border. The tentative recommendation by County staff is to approve the name. There may be some merit in extending the name to include County Road 38 to State Trunk Highway 3 in the City of Rosemount. If the City of RasaMount wishes to name County Road 38 Valleywood Drive within its boundaries, please send us copy of a City Council resolution to that effect. The Dakota County Planning Advisory Commission will hold a public hearing regarding this request on Thursday, October 10, 1991 at 7:00 P.M. The meeting will be in the Physical Development meeting room in the Dakota County Western Service Center, 14955 Galaxie Avenue, Apple Valley, Minnesota. Respectfully, Ellen Dornfeld Environmental Planner /ed EDVALRS cc: Vernon Napper, City of Rosemount Mayor Lisa Freese, City of Rosemount Planner ,,.Boyd Bailey, City of 'Rosemount Engineering AN LUUAL Ut VUKIUN11 T vvirLUTE" CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1991 - A RESOLUTION CONCERNING THE PROPOSED RENAMING OF COUNTY ROAD 38 WHEREAS, Dakota County has received a request from the City of Apple Valley to rename County Road 38 between County Road 11 and the Apple Valley/Rosemount border to Valleywood Drive; WHEREAS, Dakota County has asked the City of Rosemount to comment on the proposed name change and also to consider changing the name of County Road 38 between the western boundary of Rosemount and State Trunk Highway 3 to Valleywood Drive; , WHEREAS, when the Planning Commission reviewed the proposal at the October -8th Regular Meeting, they recommended against changing the name of County Road 38 within Rosemount and encouraged Dakota County not to rename the street within Apple Valley. WHEREAS, the Rosemount City Council has considered proposal to rename County Road 38 and finds: 1) That renaming County Road 38 within the City of Rosemount to Valleywood Drive to be inappropriate and inconsistent with the city's street addressing system for major east -west streets; and 2) The renaming of County Road 38 with Apple Valley inconsistent with the apparent Dakota County east -west street naming scheme and would result in confusion for travelers crossing multiple juridictions. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount opposes the renaming of County Road 38 to Valleywood Drive both within the City of Rosemount and in the City of Apple Valley; and BE IT FURTHER RESOLVED, the City of Rosemount requests that if Dakota County approves the proposed name change in Apple Valley that County Road 38 be also signed as 125th Street at Pilot Knob Road; and BE IT FINALLY RESOLVED, the City of Rosemount encourages Dakota County to develop a consistent county wide street naming scheme for all county roads.
