I am seeking authorization to advertise and interview candidates for
the position of City Engineer/Assistant Public Works Director.
This is a newly created position in the 1992 Budget. The attached Job
Description defines the responsibilities and role of this position.
Since this is a highly responsibleand visible position within the
City, I expect the advertising and interviewing process to take six to
eight weeks to complete. After the interviewing and selection process
is completed, I anticipate the successful applicant will need to
provide a 30 day notice to a present employer. With this procedure I
do not expect to have anyone start until after January 1, 1992.
This position will provide the technical expertise necessary to reduce
some of the City's dependency on outside consultants.
RECOMMENDED ACTION: Motion to advertise and interview for City Engineer
Assistant Public Works Director and come back to Council with a
recommendation.

Position Title: City Engineer/Assistant Public Works Director
Department: Public Works
Accountable To: Director of Public Works
Primary Oblective of Position
This position is responsible for planning, coordinating and overseeing the
Engineering activities of the City to maintain the best possible
conditions of City's infrastructure including streets, water, sewer, storm
sewer and parks. Also performs various public works operation tasks as
assigned by the Director and in the absence of the Director assumes the
responsibilities necessary to continuing department operations.
Major Areas of Accountability
1. Engineerinq
Plan, direct and coordinate a comprehensive engineering program for
the extension of new or the replacement of old City .infrastructure
that will best serve the City's current and future needs.
Develop, implement and direct enforcement of engineering
standards and construction of City's infrastructure to those
standards.
Direct reviews and approvals of consultant work to city
standards for plans and specs for public improvements, grading
plans, development plans, site plans, etc.
Prepare or supervise the in-house preparation of plans and
specifications for public improvements.
Administer and coordinate Municipal State Aid program.
Supervise contract administration for public improvement
contracts.
Prepare Request for Proposals to solicit appropriate consulting
engineering services when needed.
Provide technical counsel to Public Works Director, City
Administrator, City Council and all Departments.
2. Budget/Planning
Assist the Public Works Director in development of operational
budget.

Prepares Public Work annual 5 year C.I.P. budget for replacement
improvement projects.
Prepares Public Work annual 5 year C.I.P. budget for
infrastructure maintenance needs.
Works cooperatively with all Department Heads in developing
operational budget for construction and reconstruction.
Establish engineering priorities with consideration of other
departments priorities for construction of public improvements
and coordinate implementation as required.
3. Inspections/Safety
Establish and direct maintenance inspection schedules of City's
infrastructure to insure all are in good and safe functioning order.
4. Public Relations
Responds to service requests and complaints of citizens in a pleasant
and tactful manner and resolves problems in a manner which maintains
respect for City government.
Attends meetings of the City Council, Utilities Commission and other
meetings as requested by Public Works Director.
5. Special Proiects/Duties
Keeps Public Works Director promptly informed of all matters of
importance as they relate to Engineering and the Public Works
Department.
Recommends action with respect to such matters.
Performs other duties, assumes other responsibilities as
apparent or as delegated.
6. Examples of Performance Criteria
Use of sound organizational and supervisory practices so that
personnel are being used effectively.
Achieving planned objectives and priorities set for the department.

Controlling costs for Engineering within the limitations of the
budget.
Maintaining a favorable climate within the Public Works Department
and City Hall which motivates personnel to work to their potential
in implementing various projects and services being provided to the
public.
Projecting a positive and favorable public image to the citizens
relating to all phases of public works.
7. Responsibility for Work of Others
Direct supervision over:
Engineering Technician(s)
Engineering Consultants
Engineering Interns and temporary help
And other Public Work Staff as requested by Director
8. Desirable Oualifications
Six (6) years experience in engineering profession with two (2) years
relating to directing and supervising personnel.
Substantial knowledge of public works activities on a municipal
level.
Background in engineering computer software applications.
9. Minimum Requirements
Graduate of an accredited college or university with a Bachelor of
Science Degree in Civil Engineering.
Have, or be able to obtain within six (6) months, a professional
engineer registration in the State of Minnesota.
Valid Minnesota motor vehicle operator's license.
Two (2) years experience with at least one (1) years in supervisory
capacity.

RE: INTERVIEWING AND HIRING PROCESS FOR CITY
ENGINEER/ASSISTANT PUBLIC WORKS DIRECTOR POSITION
At the October 15th Council meeting I will be requesting
authorization to proceed with the search for a City
Engineer/Assistant Public Works Director.
The purpose of this memo is not to justify the position but to
outline the procedure and time frame I anticipate the process to
take.
Upon receipt of authorization from the Council I plan to
advertise the position in the Star Tribune, Public Works Magazine
and the This Week newspaper. The ad will run for two consecutive
weeks starting with the Sunday, October 27th edition.
Applications will be accepted until November 15th. Applications
will then be reviewed by an interview committee with interviews
being held during the week of December 2-6. The final candidate
will be selected from the interviews and notified on December
10th or 11th. Allowing a 30 day notification to his/her present
employee, I would expect the person selected to start work on
January 6, 1992
The interview committee will consist of myself, City
Administrator Jilk, Mayor Napper, one (1) Council Member and a
Public Works Director from a neighboring community. That
community will be mutually selected by the other four members of
the committee.
I feel this process will provide a thorough and objective
approach to selection of a qualified person to fill this desired
position.

CITY ENGINEER/ASSISTANT PUBLIC WORKS DIRECTOR
The City of Rosemount (pop.9,000) located in the Twin Cities area is accepting
applications for the position of City Engineer/Assistant Public Works Director.
This is a highly visible and responsible position.
This position is responsible for planning, coordinating and overseeing the
Engineering activities of the City to maintain the best possible conditions of
City's infrastructure including streets, water, sewer, storm sewer and parks.
Also performs various public works operation tasks as assigned by the Director
and in the absence of the Director assumes the responsibilities necessary to
continuing department operations.
Desirable Oualifications
Six (6) years experience in engineering profession with two (2) years
relating to directing and supervising personnel.
Substantial knowledge of public works activities on a municipal level.
Background in engineering computer software applications.
Minimum Recruirements
Graduate of an accredited college or university with a Bachelor of Science
Degree in Civil Engineering.
Have, or be able to obtain within six (6) months, a professional engineer
registration in the State of Minnesota.
Starting salary range is $38,000 - $45,000 annually D.O.Q. All applicants must
submit resume and City Application. Deadline is November 15, 1991.
