We have received the preliminary draft of the Dakota County Highway and
Bikeway CIP for 1992 - 1996. It is attached along with comments our staff
is making on the proposed CIP.
Please consider these comments and provide input to these proposed projects
at our meeting so that we may send comments on to Dakota County for their
consideration.
RECOMMENDED ACTION:
Motion to approve comments to be submitted to Dakota County regarding
their proposed 1992 - 1996 Highway and Bikeway CIP.

RE: Dakota County 5 Year Highway/Bikeway CIP
Staff has reviewed the Dakota County 1992 - 1996 Proposed
Highway/Bikeway CIP. The proposed projects affecting Rosemount
would be:
A. Bikeways
1992 - Diamond Path Bikeway from 140th to C.R. 42.
This will be on the Apple Valley side of the
project and no cost to the City. Support the
project.
1994 - 160th Street, north side, as part of the
160th Street project. Support the project.
B. Highways
1991 (carryover) - Diamond Path from 140th to 146th
Street. This is in conjunction
with 145th Street reconstruction.
Support the project.
1992 - Resource Recovery Road (Blaine Avenue south
of C.R. 42). This will be of no cost to
City. No comment.
1993 - Resource Recovery Road final paving. No cost
to the City. No comment.
1994 - C.R. 46 (160th) from Pilot Knob to Highway 3
and Highway 3 to Highway 52. City will be
responsible for 50 percent of City's normal
share for stretch from western city limits to
the University property (north side). This
will be eligible for MSA funding and
assessable. We recommend supporting the
project.

1995 - Akron Avenue from C.R. 42 north to Cliff Road
in Inver Grove Heights. Since this project
is proposed four years out, we have time to
consider its need as development may or may
not occur in that area. We have a minimal
number of residents requesting that it be
constructed now but the affordability is
questioned. In that area the assessments,
even under our proposed policy, would be
extremely high and of course we cannot
justify not assessing it. Recommend that we
support leaving it in the CIP but monitor its
need prior to deciding to proceed with it.
C. Other - C.R. 38 from State Highway 3 to Rich Valley
Boulevard is listed as possible other
projects during the five year period.
Recommend leaving it in as such and monitor
its need as development may or may not occur
to necessitate its construction.
Affordability is an issue on this one, also.
Signals - One at 145th and Diamond Path and one at
140th and Diamond Path are proposed during
the period as traffic conditions demand. We
recommend supporting these projects.
- Signalization of the intersection of State
Highway 3 and C.R. 42 is not specifically
listed. The City and county have agreed that
as that intersection is upgraded by the
state, signalization would occur. We
recommend that that position is reinforced.
