Napper, Mayor Seconded by: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1991 - A RESOLUTION CALLING FOR A PUBLIC HEARING COUNTRY HILLS 4TH ADDITION STREET & UTILITY IMPROVEMENTS CITY PROJECT #222 WHEREAS, the City Council received the feasibility report and found the project feasible for Country Hills 4th Addition Street & Utility Improvements, City Project #222, on the 4th day of June, 1991; and WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing on such improvements following mailed notice and two publications thereof in the official newspaper stating time and place of the hearing, the general nature of the improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance with the law; and NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, Minnesota, as follows: 1. A public hearing will be held at the time and place set forth in the Notice of Hearing attached hereto as Exhibit A to consider said proposed improvements. 2. The nature of the improvements, the estimated cost of each major portion thereof, and the areas proposed to be assessed therefor are described in the form of Notice of Hearing hereto attached. 3. The notice of said public hearing shall be in substantially the form contained in the notice hereto attached. 4. The City Clerk is hereby authorized and directed to cause notice of said hearing to be given two publications in the official newspaper. Said publications shall be one week apart, and at least three days shall elapse between the last publication and the hearing. Not less than ten days before the hearing the Clerk shall mail notice of the hearing to the owner of each parcel of land within the area proposed to be assessed as described in the notice. For the purpose of giving such mailed notice, owners shall be those shown to be such on the records of the County Auditor or, if the tax statements in the County are mailed by the County Treasurer, on the records of the County Treasurer. As to properties not listed on the records of the County Auditor or the County Treasurer, the Clerk shall ascertain such ownership by any practicable means and give mailed notice to such owners. Project Manager r HCO/cmw 05/24-hm&c.ltr Enclosure Ul 1 EXECUTIVE SUMMARY City Project No. 222 provides for the installation of City Utilities and Streets in the Country Hills Fourth Addition Development in western Rosemount. The project includes the installation of sanitary sewer, watermain, storm drain, and street facilities within the Fourth Addition. The grading of the area will be completed by the developer under a private contract. The impetus for the project was a petition from the developer, U.S. Homes, Inc. The project is feasible from an engineering standpoint and can best be accomplished under one contract. The project includes the construction of approximately 700 lineal feet of sanitary sewer, 1650 feet of watermain, 490 feet of storm drain, 1650 feet of street construction and 900 feet of bituminous trail construction. The total estimated cost is $242,700. The funding for the project will come from assessments to the benefitted property and the Water Core Fund. The project can be initiated in August, with construction substantially complete in September of 1991. The final lift of bituminous will be completed by May 31, 1992. i r 1 1.0 INTRODUCTION 1.1 Authorization - On April 16, 1991, the Rosemount City Council authorized the preparation of an Engineering Feasibility Report for Public Utilities and Street Construction for the Country Hills Fourth Addition. This project has been designated as City Project No. 222. The developer submitted a petition for these improvements, which constituted 100% of the benefitted property. 1.2 Scope - This project provides for the construction of utilities and streets in the Country Hills Fourth Addition in western Rosemount. Sanitary sewer, water, storm drain, street, and trail facilities will be provided to the Fourth Addition. The developer, U.S. Homes, is responsible for the site grading in the Fourth Addition, which will be completed prior to the construction of the utilities and street examined in this report. 1.3 Data Available - Information and materials used in the preparation of this report include: ♦ City of Rosemount Record Plans. ♦ Comprehensive Water System Plan, October, 1988. ♦ Comprehensive Storm Water Drainage Plan, West Drainage Area, May, 1989. ♦ Country Hills Fourth Addition Preliminary Plat and Preliminary Grading Plan. 1 1 2.0 GENERAL BACKGROUND 2.1 Location - The project is located in the southeast quarter of the northwest quarter of Section 19, adjacent to future additions of the Country Hills PUD, s and the Shannon Hills School and Park. The project location is shown on Drawing No. 1 at the end of this report. 2.2 Project Area - The Country Hills Fourth Addition consists of 31 single family residential lots, plus dedicated street right-of-way, and includes Outlot B which is designated as a "common area" for the development. The Country Hills Fourth Addition consists of 13 acres which is part of the Country Hills Planned Unit Development (PUD). The Country Hills Fourth Addition is north of the Third Addition and west of the Shannon Park School. The First, Second and Third Additions were constructed in the middle and late 1980's. City Project No. 194, Shannon Parkway Street and Utilities provides access and sewer and water services to the Fourth Addition. The project area is currently zoned R-1. 2.3 Existing Conditions - The terrain is primarily rolling grassland with a pond near the northwest corner of the addition. IStormwater from Shannon Parkway and the Shannon Hills School currently flows west through an in place storm drain line, along Damask Path, and into Pond "BIR -136". 1 3.0 1 n 1 PROPOSED IMPROVEMENTS 3.1 Sanitary Sewer - The proposed project will provide sanitary sewer service to the Country Hills Fourth Addition. City Project No. 194 provided sanitary sewer service along Damask Path. Only services will need to be constructed from the Damask sewer line. The proposed 8" PVC gravity line along Daniel Lane will generally flow from the southeast to the northwest and connect into the existing sanitary line on Damask Path. Four inch services will be provided to the lots within the Fourth Addition. The proposed sanitary sewer facilities are shown on Drawing No. 2. 3.2 Watermain - The proposed watermain facilities will provide water service to the Fourth Addition, plus an extension to the future addition to the west. A 12" watermain will be extended west and south within Damask path from an existing extension in Shannon Parkway. An 8" watermain will be extended west from an existing extension off of Shannon Parkway, along Daniel Lane where it connects with the proposed 12" watermain on Damask Path. The proposed facilities include 1" services to each of the residential lots. Hydrants will be spaced accordingly for a residential area. The proposed watermain facilities are shown on Drawing No. 3. 3.3 Storm Drain - The proposed storm drain facilities will drain the proposed subdivision to the northwest into Pond BIR -136. The proposed system includes an extension of the storm drain on Damask Path and relocation of existing outlet into Pond BIR -136. This relocation is due to a change in lot configuration from a very preliminary plan which was used when Project No. 194 was designed. New catch basins will be placed at the intersection of Daniel Lane and Damask Path. These catch basins will drain northwest into Pond BIR -136. The proposed piping ranges in size from 12" to 24" in diameter. In accordance with the city policy, all storm drain facilities are sized to convey runoff from a 10 year storm event, and all ponding areas and outlet sewers are sized for a 100 year storm event. 3 3.4 3.5 1 3.6 1 3.7 1 r] t A future outlet may be necessary for Pond BIR -136 when the adjacent areas are developed, but is not necessary at this time. The Comprehensive Stormwater Drainage plan proposes that Pond BIR -136 drain westerly to Pond BIR -140, and eventually to Birger Pond. Street Construction - The proposed streets will be constructed to city standards which call for a 32' wide street. The street section will consist of 3" of bituminous courses and 6" of Class 5 based on the soil information known at this time. The street will be flanked by surmountable concrete curb and gutter. The street section design and cost estimate are based on the assumption that an acceptable subgrade is provided by the grading operation, for which the Developer is responsible. A small amount of sodding and seeding blanket are provided in this project for erosion control. Trailway - An 8' wide bituminous trail is proposed to be constructed within the Country Hills Fourth Addition along the north side of Damask Path for approximately 900'. Permits - Permits will be required for this project from the Minnesota Department of Health for watermain extensions and the Minnesota Pollution Control Agency for sanitary sewer extensions. Approval of the sanitary sewer plans is also required by the Metropolitan Waste Control Commission. Right-of-way and Easements - The 60' right-of-way and all necessary easements are anticipated to be dedicated by the developer on the final plat. Storm drain facilities north of Damask Path will require utility and drainage easement for the two outlets to Pond BIR -136. In addition, a ponding/drainage easement is required for this pond. Also, necessary easements for a future westerly outlet for this pond should be provided. 4 1 4.0 FINANCING 4.1 Cost Estimate - A detailed Cost Estimate can be found in the Appendix. The following estimates are based on 1990 and 1991 construction costs and include a 10% contingency factor and all related administrative costs. The administrative costs are estimated at 30% and include legal, engineering, interest, and other administration. The project has a 1 total assessable cost of $235,500, which if spread over the 31 lots, produces an estimated assessment rate of $7,600 per lot. 4.3.2 PENDING ASSESSMENT: There are no pending assessments against the project area at this time. 6 4.3 Cost Recovery 4.3.1 ASSESSMENT: The sanitary sewer, storm drain, trail, and street ' construction proposed for the Shannon Hills Second Addition is regarded as residential equivalent sizing and therefore will be 100% assessable toward the benefitted lots included in the Second Addition. The proposed watermain facilities include the installation of the 12" main along Damask Path. The Comprehensive Water System Report plans for this 12" main to the west. Without this required 12" main, an 8" would be the largest pipe necessary four the development. Therefore, the cost of oversizing the pipe from a 12" to an 8" pipe should come out of the Watermain Core Fund. This is estimated to be $7,200 and will be determined by bid prices for the project. Using these estimated assessments, the funding for the project would be as shown on the chart on the following page.
