Authorize Disbursement of Funds for Chelsea Woods 40' Street Extention_s CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION CITY COUNCIL MEETING DATE: May 7, 1991 AGENDA ITEM: Street Extension of Cobblestone AGENDA SECTION: Laney Chelsea Woods Estates New Business PREPARED BY: Ron Wasmund AGENDA Public Works Director/Building Official ATTACHMENTS: Letter, Map APP EY: D 2& Staff has received a request from the developer of Chelsea Woods Estates, Mr. Mary Eggum, and the builder of homes on Lot 1, Block 1 and Lot 5, Block 2, Jim Koestering, to extend Cobblestone Lane 40' north of, the existing temporary cul-de-sac. The final plat shows a dedication of right-of-way to the north line of the plat for future extension of the street into the next development should it ever occur. Since the adjacent property owner to the 'north is not interested in selling property for development, the existing street was stopped in a temporary cul- de-sac approximately 100 ft 'south of the north line of plat. This agreement was reached between the developer and the former Public Works Director. To insure the future construction of the street an escrow account was established to cover the cost. This is a joint escrow bearing signatures of the developer and the City of Rosemount. To facilitate the permanent construction of concrete driveways and brick veneered driveway monuments to these $500,000 _plus homes,the City has been asked to build an extension of the street. The extension of 40' maximum rather than 100' is desired by both the developer and Staff as cost control and tree preservation considerations. There are very many mature Oak trees that would needlessly be destroyed if the street were extended more than 401. The driveways to 'both lots can adequately be accomplished with the 40' extension. I have had Dave Simons of S.E.H. look at the situation with me and prepare an Engineer's estimate for construction to see the feasibility of the request. It has been determined that the construction of street base, curb & gutter and bituminous surfacing should be able to be completed for $:5,700. total engineering costs would not exceed $1,900. The total cost of $7,600 would be dispersed from the escrow account. The balance of the escrow account is currently $8,362. The joint holder of the account, Mr. Eggum, has authorized this distribution with written consent. Staff is requesting Council authorization to obtain quotes for the construction of this 40' extension, proceed with award to low quote and disburse payment from the escrow account. RECOMMENDED ACTION: MOTION TO AUTHORIZING STAFF TO PROCEED WITH OBTAINING QUOTES AND CONSTRUCTION OF A 40' EXTENSION OF COBBLESTONE LANE WITH PAYMENT FOR PROJECT TO BE TAKEN FROM ESTABLISHED ESCROW ACCOUNT. COUNCIL ACTION: 4 March 26, 1991 T0: Rosemount City Council I have, diligently, tried to purchase the property to the north of Chelsea Woods, but with no success. The owner is adament about staying in her current home and has just recently done major remodeling on the home. She is determined to stay there until she dies. The owner is in her 50's, still working and in good health. I would not expect this land to be developed and the road to be continued until the owner is deceased. I, hereby, give my permission to the City of Rosemount to use the escrow for the future road on the continuation of the road to facilitate a proper driveway entrance for Lot 1, Clock 1 and Lot 5, Clock 2 of Chelsea broods.
