Section 304 (b) of, the 1988 Uniform Building Code states that "The determination.of value or valuation under any provision of this code shall be made by the building official". In order to facilitate this the City must first adopt the guideline for calculations, known formally as Building Valuation Data. It is attached as Exhibit B. This documentation provides per square foot prices to calculate building values and permit prices. We have been using this method in the past, but have recently been informed by legal counsel that a formal adoption of the tables must be done on an annual basis. The process of the Building official determining all valuations provides for uniform permit fees throughout the community. We are the last City in our local area to make this formal adoption. The second exhibit attached is a`table of fixed fees, which we submit to you for your approval. There are four categories which we feel we could encourage more people to comply with permitting requirementsifwe established reasonable fixed fees. The categories are fences, residing, reroofing and basement finishes. By establishing these fees as proposed the financial burden for permits is eliminated thus encouraging people to contact us for code items rather than doing the projects on weekends and having finished' products that don't comply just to avoid higher permit fees. These types of permits require minimal inspections so we would not be sacrificing revenue needed to cover inspection time. By setting fixed fees we expect to see an increase in these permit types being issued, offsetting the former higher prices. The resolution attached, mentions Exhibit A and Exhibit C. both are currently adopted and remain unchanged. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION ESTABLISHING BUILDING PERMIT FEES IN THE CITY OF ROSEMOUNT. COUNCIL ACTION 13 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1991- A RESOLUTION ESTABLISHING BUILDING PERMIT FEES IN THE CITY OF ROSEMOUNT BE IT RESOLVED, by the City Council of the City of Rosemount as follows: 1. The City of Rosemount hereby adopts Table No. 3-A. BUILDING PERMIT FEES, of the Uniform Building Code, 1988 Edition, as its schedule of fees for building permits, attached hereto as Exhibit A. 2. The City of Rosemount also adopts Building Valuation Data for 1991 as prepared and established by Minnesota Department of Administration, Building Codes and Standards Division as its method of determining permit valuation and is attached hereto as Exhibit B. 3. The City of Rosemount also establishes a Plan Check Fee, in the amount of sixty-five percent (65%) of the building permit fee, in addition to the building permit fee, for all building permits for which a plan review is performed. 4. The City of Rosemount further establishes a Plumbing, Heating, Ventilation and Refrigeration Permit Fee Schedule, attached hereto as Exhibit C. 5. The City of Rosemount establishes a fixed fee schedule for Fences, Residing and Residential Reroofing, attached hereto as Exhibit D. ADOPTED this 7th day of May, 1991. Vernon J.
