To provide an acceptable level of service to the building and
development community and be able to sustain the 'interest to build in
Rosemount, it has become necessary to hire additional inspection help.
I have submitted, for your review and discussion, a memo outlining the
need, a job description, a`sample contract and a job advertisement all
necessary to obtain contract inspection services.
I will be happy to discuss any questions you may have.
RECOMMENDED ACTION: MOTION TO AUTHORIZE THE PUBLIC WORKS DIRECTOR TO
ADVERTISE FOR A CONTRACT BUILDING INSPECTOR AND TO SELECT FROM
INTERVIEWED APPLICANTS A'PERSON FOR COUNCIL APPROVAL.

RE: CONTRACT BUILDING INSPECTOR
Due to the continued high level of building permit issuance and the
void created by my recent promotion, it is becoming impossible for
the building division to keep up with the demand for requested
inspections.
We are approaching the busiest time of the construction season and
already we are receiving complaints about the availability of
inspection time.
To date we have issued 65 permits for new single family dwellings,
4 commercial remodeling and 2 industrial projects. Each new single
family dwelling generates a minimum of eleven inspections and
commercial and industrial permits generate between 5 and 30 or more
depending on the scale of the project. I have attached a monthly
permit detail report for your review and comment. Among other
things it provides you the total permits issued and project
valuation for 1991. Also to date we have performed 863 total
inspections. I have provided for you a summary of inspections by
type for the first four months of 1991. Building Inspector Paul
Heimkes has single handedly performed the largest portion of the
inspections.
We have been scheduling Paul on 15 minute increments from 9:00 a.m.
to 12:00 p.m. and from 1:00 p.m. to 3:00 p.m. daily. From 7:30
a.m. to 9:00 a.m. Paul performs plan reviews; from 12:30 to 1:00
p.m. phone calls are returned; and from 3:00 p.m. to 4:00 p.m.
additional plan reviews are done, contractor correspondence is
prepared and final phone calls for the day are made.
The current level activities have generated so many inspections
that we are typically booked 2 to 3 days in advance for
inspections.
Our policy for turn around is 5 to 10 days from submittal to permit
issuance. Typically we had been turning them around in 3 to 5
days. Now with little help from me it is taking the full ten days
plus to get permits out. These conditions have caused considerable
concern and complaints from the building community.
I have utilized the help of the Farmington Inspector and Apple
Valley Inspector on occasions to get us through peak times, however
this is not a situation that we can rely on. As the season becomes
busier those cities will have their own schedules to contend with.
Based upon the attachments, I hope you'll concur with the need for
additional inspection support.
At this time I am proposing to hire an inspector on a contract
basis. This inspector would be utilized for a six month period to
provide assistance for plan review, inspection and
contractor/homeowner correspondence. Upon completion of the six
month term I would suggest an evaluation of permit activity and
level of service provided by contract. A summary of that
evaluation will be provided to you by myself. If the level of
permit activity remains constant or increases I will then approach
you again with recommendation for continual staffing. This
recommendation may even include permanent hiring of inspection
personnel.
I am currently requesting a contract position because additional
inspection staff has not been budgeted for. By hiring contract,
the City would not be responsible for expenses such as benefits,
insurance or transportation. I am proposing a pay range of $12.00
to $15.00 per hour, depending on qualifications. The total amount
needed for 160 hours per month for 6 months at $15.00 per hour is
$14,400. the largest portion of that expense is expected to come
from the increased revenues from increased permit activity. The
balance, if any, would have to come elsewhere in the budget,
presumably from General Funds.
Please review the attached information carefully and contact me if
you need further documentation.
I trust you will concur with the need and authorize the
advertisement for and selection of a contract inspector.

The City of Rosemount, Minnesota (pop. 9500), located in the Twin
Cities, is accepting applications for the position of Contract
Building Inspector. This position is responsible for a range of
plumbing, HVAC and structural inspections in residential,
commercial and industrial construction. Class II State
Certification and 3 year's minimal inspection experience required.
Contract payment range is $12.00 $15.00 per hour D.O.Q. Send

JOB DESCRIPTION
JOB TITLE: Contract Building Inspector DEPARTMENT: Public Works
PAY RANGE: $12.00 $15.00 PER HOUR
Job Summary:
This is a highly responsible contracted position within the Public Works
Department. the Contract Building Inspector must be capable of independent work
with minimal supervision. General responsibilities include the range of
plumbing, HVAC, and structural inspections in residential, commercial, industrial
and institutional construction.
Job Duties:
The Building Inspector:
1) Performs all inspections assigned by the Building official.
2) Performs plan reviews required for issuance of permits.
3) Prepares written summaries of inspections and other duties as
directed by the Building Official.
4) Assists in the enforcement of Zoning and Subdivision Ordinances.
5) Coordinates and verifies plan reviews and inspection procedures with
other staff; such as the city planner and fire marshal.
Relationships and Contracts:
The Contract Building Inspector:
1) Is under the direct supervision of the Building Official.
2) Must be capable of effectively communicating with other departments,
citizens, boards and commissions, developers and contractors.
Minimum Job Requirements:
1) Class II Building Inspector certification, State of Minnesota
2) Three years demonstrated experience in municipal inspections.
3) The ability to communicate ideas, explanations and recommendations
clearly both orally and in writing.
4) The ability to work independently with minimal supervision.
Contract Requirements:
1) Must have valid drivers license in good standing.
2) Must provide personal reliable transportation to perform inspections.
3) Must provide a current Federal Tax Identification Number and assume
all responsibility for his/her own tax and F.I.C.A. payments.
4) Shall be responsible for Insurance, Workers Compensation, errors and
omissions.

Agreement for Independent Contractor Services
Between

City of Rosemount, Minnesota
This agreement for Independent Contract Services is between the City of
Rosemount (hereinafter "the City") and (hereinafter "the
Contractor") to perform duties relating to building inspection.
Building inspection, plumbing and HVAC inspections as well as plan reviews
and all other projects as directed by the City.
The City and the Contractor understand and agree as follows:
1. The Contractor will be paid per project at an hourly rate of $14.00.
In addition, the Contractor will be responsible for all expenses,
including, but not limited to, transportation, insurance, Workers'
Compensation, errors and omissions, Social Security and tax
obligations.
2. The Contractor is expected to complete, submit or file any pertinent
forms required by the City or City ordinance, state or federal law
to the appropriate authorities.
3. The Contractor will report to the Building Official on a regular
basis regarding inspections, plan review and project assignment and
status. Such reports will be for purposes of establishing
entitlement to payment.
4. The Contractor is expected to comply with any and all applicable
instructions or requirements dictated by ordinance, state or federal
law or regulations.
S. The Contractor is expected to supply whatever materials and supplies
that may be needed in order to satisfactorily perform the services
herein.
6. The Contractor is free to decide and direct the manner and methods
for completion of the Agreement projects. Work hours shall be at
the discretion of the Contractor with approval by the City.
7. The Contractor is not expected to devote full-time to any of the
Agreement projects.
S. This Agreement is not exclusive and shall not preclude the Contractor
from engaging in similar, related or simultaneous services for any
other entity.
9. the City understands that the Contractor holds itself out to the
general public on a continuing basis to provide services such as
those identified herein and will supply its own office facility, if
one is needed.
10. The City has the right to discharge the Contractor for non-
performance or default of this Agreement.
11. The Contractor agrees to satisfactorily complete the Agreement
projects and is liable to the City for any failure to complete any
job herein identified. The contractor shall be liable to the City
for any costs, damages and reasonable attorneys' fees incurred by
the City as a result of the Contractor's breach of this Agreement.
12. The City shall not be responsible for any negligence, personal
behavior or work actions of the Contractor in its contacts with the
general public in performance of the services herein.
13. The Contractor is not required to attend meetings unless specifically
requested to do so.
14. This contract shall be re -negotiated by either party at 6 months.
Signature of this document by both parties shall indicate that the terms of this
Agreement are acceptable.
