This item consists of a recommendation to approve the hiring of Cindy
Carlson, currently working with the City in the capacity of an intern in
the planning department, as a summer employee to continue her work with the
City in that planning assistant position at the rate of $8.50 per hour for
a maximum of 18 weeks.
Attached find a memo from Dean Johnson of RSC on this matter. I had asked
Dean to review this matter and provide a recommendation on the matter.
Providing the planning assistance that Cindy can for the upcoming weeks at
this cost is very efficient means of meeting some of our personnel needs
and I recommend your approval.
RECOMMENDED ACTION:
Adopt a motion to hire Cindy Carlson as a Planning Assistant for a
period not to exceed 18 weeks at a rate of $8.50 per hour.

As we have discussed in the past, the City has an opportunity
to extend Cindy Carlson's employment over the summer months.
Cindy is available full time and is seeking a summer job (she
has only two remaining courses to take in the fall). The
Hubert Humphrey.Institute has begun posting summer employment
opportunities. Cindy would prefer Rosemount, if available, but
doesn't want to miss any other opportunities if Rosemount isn't
an option.
Obviously, it is "cost wise" and perhaps "time wise" to keep
her on board through the summer. In lieu of her services, the
remaining work program would need to be fulfilled by outside
consultants (myself or Fred Hoisington) or the new Planning
Director. The new planner is going to be at a disadvantage due
to the work completed to date and preoccupied with the general
duties of the position. The crucial time frame for the guide
plan will be the next four months. This will also be the
critical time for the new planner to become familiar with the
City, its procedures and development proposals.
The major role of the City in the guide plan update is twofold:
project coordination and final plan/graphic publication. The
former is ongoing, the latter is a concern for late 191 or
early 192. Cindy has done a great job of coordination with
City work tasks and the consultant's duties. She is doing all
the '!day to day" work -- I am merely attempting to provide
direction and keep the ball rolling.
The City is responsible to complete the data collection, rough
mapping and provide assumptions/forecasts for the plan. We
more than half completed in this task. The City is also
responsible for coordinating activities of the engineering
consultant and parks consultant.
I am concerned that the assumptions made a year ago about our
ability to generate final graphics through the GIS is
questionable at best. We don't have the information from the

county, we don't have the software and we don't have the staff
resources committed to complete the graphics. A worst case
scenario would be to put funds in the 192 budget and delay
final graphics (or at least payment) until January, 1992. A
best case scenario would be to get Cindy involved in graphic
production -- by computer or by hand.
In addition to her work on the guide plan Cindy has picked up
on other work tasks. Cindy and Donna are currently working on
the Mississippi River Corridor Ordinance. The ordinance
requires complete editing and reformatting to fit the new
Zoning Ordinance. We have also become aware that the DNR is
pressing the City to update our "flood plain ordinance" to be
compatible with new federal provisions. Cindy and Donna are
working on this project, as well. We have also initiated
revisions to the Subdivision Ordinance, which is long overdue.
According to Jeff May, $6,200 was set aside in the budget
encumbrance/transfer recommendations for the intern position.
At $8.50/hour (same as budgeted for engineering intern),
approximately 18 weeks of full time work could be made
available. Cindy is still classified as a full-time student,
and Jeff recommended she be put on the payroll (without
benefits) as a full time temporary employee. Cindy is willing
to continue working into the fall quarter, on a part-time basis
if offered.
I think the combination of guide plan activities and other
projects suggest that the internship would be of major benefit
to the City. In the absence of Mike and myself and the onset
of a single planner joining the City, I think Cindy's continued
presence will help close the gap on the tasks ahead. I would
be happy to discuss this in detail with you. Some indication
of the City's capabilities for the internship needs to be
resolved immediately or Cindy will be forced to consider other
employment.
