This item is back on the agenda for discussion and to request that the
council consider the need for engineering studies to determine the
feasibility and cost to provide water and sanitary sewer utilities to the
Armory site which is the city's responsibility for the project.
We have requested that the Utilities Commission approve cost sharing for
this study and the eventual construction.
A memo from Ron Wasmund on this matter is attached which explains, in
further detail, this need and further process we hope to follow on this
project.
RECOMMENDED ACTION:
A motion to approve the completion of feasibility studies and cost
estimate for the completion of water and sanitary sewer utilities
to the Armory site and to authorize the payment of a portion of these
costs out of the Armory Fund not to exceed $ 2,920.

At our last meeting we discussed the need for studies to determine
the most feasible approach to serving the National Guard Armory
site.
We determined that there was in fact a need for these studies but
did not have all of the costs for preparation of these studies.
I have gone back to each of the Consultants providing the necessary
information and received firm quotes from them. The quotes are as
follows:
Watermain Study - OSM Engineering $3,300
Sanitary Sewer Study - S.E.H. Engineering $7,300
Storm Sewer Study - Barr Engineering $4,000
The total cost of all studies for the options outlined in my memo
to you for the last meeting is $14,600.
Staff is requesting the Utility Commission to pay for 80% of the
cost of the studies. The Armory project would pay for the
remaining 20 80% of the cost is $11,680. The Armory project
would pick up the remaining $2,920.
This cost distribution would apply only to the feasibility study.
The cost sharing of the actual installations would depend on the
final options selected by the Commission and City Council for each
of the utilities to be installed.

Thank you for this opportunity to present this proposal to you to provide engineering
services to the City of Rosemount. The proposed services are for the preliminary
investigation and preparation of a feasibility report for providing water service to the
proposed armory site. From our preliminary discussions regarding the water main, the
proposed services are based on extending a 12" watermain north of 143rd Street along the
Highway 3 right-of-way to the armory site.
The estimated cost for the preparation of a feasibility report is estimated to be $3,300. This
would provide the City a feasibility report utilizing currently available mapping. At this
time, we can roughly estimate that the project would be in the $100,000 - $150,000
construction cost range. The preparation of plans and specifications would require the
preliminary surveying of the proposed watermain alignment which is estimated to take two
to three days. This design survey is estimated to cost approximately $3,000. In addition, the
plan and specification preparation is estimated to cost an additional $7,000. However, we
will provide you with a more complete estimate for the plan and specification preparation
after the proposed alignment of the watermain is more specific, which would be after the
feasibility report preparation and council action on such feasibility report.
The costs and tasks outlined above would be completed at the direction of City staff and
invoiced to the City on an hourly basis. The estimates should not be interpreted as a
minimum or a maximum cost. We will make every effort to keep you informed of our costs
as the project progresses. In addition we can provide you with estimates for sanitary sewer
and storm drain utility feasibility report and plan and specification preparation. We would
be happy to discuss these items at your request.

REPORT ON SANITARY SEWER
SERVICE TO ARMORY
In response to your request, we have estimated the cost for
Preparing an engineering feasibility study for construction of
sanitary sewer facilities to serve the Rosemount Armory. The
feasibility study will follow up on several of the options
discussed in the recently completed Comprehensive Sewer Platz
Update. To provide maximum decision making flexibility for the
City, costs for two separate segments of the study have been
identified and are each discussed below.
Permanent service for only the Armory:
This segment of the study would deal with the construction
of a gravity main, from the Armory site to Lift Station No.
2. (Option No. 2 in the CSP Update). This option would
provide permanent service for the Armory, but would not
provide sanitary sewer service for other properties. The
estimated cost to prepare only this segment of the study is
approximately $3,200.
Permanent service options which would allow service to
Subdistrict 17 and other limited areas:
This segment of the study would deal with construction of
some ox all of the Brockway Interceptor downstream from the
Armory- (Option No's 4 and 5 in the CSP Update).
Construction of some or all of the interceptor downstream
from the Armory would provide permanent service to the
Armory and would also provide limited service to property
upstream from and adjacent to the Armory. The estimated
cost to prepare only this segment of the study is
approximately $5,600.

All permanent service options:
This would be a combination of the previous two segments.
Because there would be some overlapping of the tasks
involved, the cost to combine these segments would be less
than the sum of each segment completed separately. The
estimated cost to prepare both segments together is
approximately $7,300.
Regardless of which options are studied, the report will include
drawings, estimated costs for construction and easements, cost
recovery considerations, construction recommendations, attendance
at meetings and presentations as required, and coordination with
other consultants to produce a comprehensive report for the City.
The costs are necessarily only estimates at this time, and they
will be further refined as the scope becomes better defined.

Re: Preparing a Report for Storm Sewer Improvements
Related to the Construction of the Armory
Dear Mr. Wasmund:
This letter is in response to your request for a cost estimate of
Engineering services to analyze and prepare a letter report of storm sewer
options for the Armory site. The existing terrain of the Armory watershed
area drains to Schwartz Pond. As flooding in Schwartz Pond has been a
problem under the present watershed development conditions and increasing
runoff resulting from the Armory development could further aggravate this
situation, a more comprehensive analysis is necessary. Therefore, I propose
to provide you a letter report which addresses our analysis of both the
8chwart2 Pored and Armory drainage.
I propose to perform this analysis and prepare the letter report on a
time and expenses basis with a cap not to exceed $4,000. This report will
include figures and cost estimates of the analyzed options.
If you have any questions concerning the proposed scope of work and cost
estimate, please let me know.
