Proposals from RSC, Timeline
Due to several special projects currently coming to review and permitting
status, it is vital that we consider support to our present staffing to
process and manage these projects.
In a review of the needs of staffing for processing these projects through
we have placed the emphasis on the use of consultants, first in support of
city staff while keeping in mind our need to responsibly and efficiently
manage these projects.
Please refer to the attached information on the specific projects, the
areas of involvement we expect and the timeline involved which reflect the
overlap of these project timelines causing a heavy demand for city
involvement.
As outlined in the attached memo, many phases of these projects will
require planning efforts. to establish our ability to respond to this need
we are recommending the use of Resource Strategies Corporation to assist us
on several projects.
RECOMMENDED ACTION:
To approve the use of Resource Strategies Corporation for planning
support to city staff for the USPCI, DCWTE and Koch Refining Bauxite
projects.

In the process of reviewing the needs for city review and processing of
documents relating to several projects the city is, or will be, involved
in as reflected in the attached documents we have determined that the
major focus on most of these projects will be in project
management/administration and planning. Planning elements will require
by far the greatest time commitment on all the projects.
In an effort to minimize the full time staff effort we would propose
that we attempt to utilize consultants to the maximum that we can. With
several projects possibly overlapping at once, there will still be
required a major effort by full time staff in order to properly manage
all projects. Most of these projects will provide payment to the city
for consultant fees, legal fees and in some cases, even reimbursement
for staff time.
Based on the review and consequent estimate on time involvement in
various areas of responsibility, I would recommend at this time that we
procure the services of a planning consultant to augment our planning
staff so that we may deal with the three projects that are currently
before us, that is USPCI, Koch Refining's Bauxite Permit and Dakota
County's Waste To Energy Facility.
We have requested and received proposal from Mr. Dean Johnson of
Resource Strategies Corp. to provide these services. Copies of these
proposals are attached. These costs would all be reimbursed to the city
from the proponents of the various projects.
Utilization of Resource Strategies Corp. would be at the discretion of
Lisa Freese our Director of Planning and in the areas of support as
indicated by Mr. Johnson.
Utilization of a planning consultant will provide the time for our
planning staff to manage these projects more effectively and still
continue with other planning and zoning activities.

It has become apparent that even with the use of consultants there may
be a need to hire another staff person in our planning department. Lisa
Freese and I are continuing to review these three projects and others we
have listed to determine the most efficient and cost effective manner in
which to deal with all of these projects.
A second recommendation should be forthcoming in two weeks as to the
best overall approach to these planning needs and as to whether a
planning staff position should be added and details on that position.
Administrative, engineering, financial and legal assistance could also
be needed for these projects. As we proceed, additional recommendations
will be forthcoming in those areas.
I wanted to address the planning issue first so that we are capable of
continuing to support these projects immediately.

In reviewing the following specific projects for staffing and
outside consultant review and management needs I find it
necessary to initiate discussion with you regarding these
needs.
1) USPCI:
This project is in the process of review for land use
and permitting consideration.
2)---KOCH:-
There are several projects Koch is proposing for
construction over the next couple of years. The
Bauxite facility is being processed now.
3) DAKOTA COUNTY WTE FACILITY:
Though the permit from the MPGA is not yet approved,
staff is already working with County staff on this
project.
4) RECOMP:
The company has received a negative declaration on the
EAW for their project. They are preparing permit
applications for state and city approval.
5) U OF M PROJECTS:
The University has announced their intent to proceed
with projects for the U of M property in Rosemount. We
are also aware of the potential "Private Projects"
being considered for the University. The University is
now proceeding to receive proposals for the
determination of the feasibility to build a coal ash
landfill on the U of M - Rosemount.

Several specific projects are in the process of being reviewed or
in the proposal stage which require extensive staff or consultant
work.
In order to credibly respond to these needs it is essential to
begin discussion on how we will meet these needs and how we will
finance the staff and consultants to be utilized.
Attached is a memo outlining these projects and the areas of
staff consultant needs for working on them.

I would ask that we hold discussion on them and set direction--for--
planning an approach to meet these needs.
RECOMMENDED ACTION: Consensus to have staff prepare formal
recommendations for staffing and management
of several projects forthcoming.
