The church proposed to convert the pastor's residence into a parish house to be used for activities such as Sunday school classes, small group meetings, counseling, adult education and other church activities such as quilting, bible studies, etc. No one would reside in the parsonage. Attached is a more detailed description of the parsonage's uses proposed by the church and prepared by Pastor Fred Lee. The Planning Commission reviewed this rezoning request at the August 13 Regular Meeting and recommended denial of the petition (3-0). The reasons cited were: the parsonage could remain a single family home; rezoning the property to public could permit incompatible uses to encroach in a completely residential neighborhood; and the site could not adequately provide on-site parking for the uses. The details are outlined in the attached Planning Commission Staff Review. RECOMMENDED ACTION: A motion to deny the petition to rezone the St. John's Lutheran Church parsonage from R-1 Single Family Residential to Public/Institutional. St. John's Lutheran Church Parsonage Rezoning Petition 3315 144th Street West Recommended Motion: Recommendation to the City Council that the Rezoning Petition of St. John's Lutheran Church for the parsonage be denied. St. John's Lutheran Church at 3285 144th Street has petitioned the City to rezone the church's parsonage at 3315 144th Street West from R-1 Single Family to Public/Institutional. The parsonage has been vacant since September 1990. The house is fairly large with about 2,000 square feet on the ground level. There are four bedrooms, 2 baths, a kitchen, living room and office on this level. The basement level is also finished. The house has an attached 2 car garage. The lot has 90 feet of frontage on 144th Street and 112 feet of frontage on Cantata Street. The church proposes to convert the pastor's residence into a parish house to be used for activities such as Sunday school classes, small group meetings, counseling, adult education and other church activities such as quilting, bible studies, etc. No one would reside in the parsonage. Attached is a more detail description of the parsonage's uses proposed by the church and prepared by Pastor Fred Lee. The property is currently designated as Residential in the City of Rosemount Comprehensive Guide Plan. The property is located on the northwest corner of Cantata and 144th Streets and is surrounded by blocks of solidly residential uses to the north, west and south. The Church is located across Cantata Street to the east of the parsonage. There are several issues the Commission should consider in addressing this rezoning petition. First of all, the property can continue to be viably used as a single family home. Granted the house is larger than the average sized home in the neighborhood, 6verylhings (Pom-ng C(�(� ��osemoun��� took eo Y� p.LN Regular Planning Commission Meeting Reviews August 12, 1991 St. Johnis Lutheran Church Parsonage Rezoning but the neighborhood is a very strong residential neighborhood with an apparently stable market. The church has not attempted to sell the house. If the property is rezoned, it cannot be used as a residence. Secondly, the rezoning while not necessarily a spot zoning is not a logical extension of the Public/Institutional zoned area to the east. The properties are not adjoining and are clearly separated by Cantata Avenue. Additionally the parsonage site itself is small and would not be able to accommodate the on-site parking required to serve the use. Since the proposed uses are not clearly defined, it is difficult to precisely determine parking. Based on a rough assessment the required on-site parking for the proposed uses would be between 10 and 18 spaces. Given the proposed activities and times, the need for parking would be mainly in the evenings and weekends which is clearly the time that will have the largest impact on the surrounding residences. The church maintains that many of the proposed activities at the parsonage currently are programmed at the church so there should be little or no impact on overall required parking. As well, they have indicated that every effort will be made to lessen the impact on the residential neighborhood. While the church's intentions are clearly honorable, the church has little or no control over where people choose to park. Furthermore, the City can not be assured that both the parsonage and the church property will continue under single ownership in the future and that the church parking will be readily available to the parsonage. The Planning Commission should also consider what other potential uses could occur on the property if it is zoned Public or Institutional. This district is intended to accommodate major public or institutional uses of government, educational, cultural, recreational, public service and health care nature to serve the entire community. This is a fairly broad intent and could enable this property to be reused in a variety of ways that may be inappropriate to the surrounding residences. Uses which are extensions of our current programs: Sunday Morning: Sunday School classes for one hour beginning at 9:15 or 9:45 a.m. (depending on the final schedule to be adopted at our August 8th council meeting.) These classes will be for either 4th through 6th grade, or for youth and adults. No use is intendcd for children younger than 4th grade on Sunday morning. A crossing guard will be provided before and after class if the facility is used for 4th through 6th grade. Sunday afternoon and evening: Middle school, high school, and adult programs are contemplated (Bible studies, fellowship, etc.) Weekdays: A variety of activities including: women's Bible study groups, project groups (quilting, banners, etc.) committees and task forces, staff and leader seminars, and perhaps the shifting of the Lutheran Social Service counselor who meets with clients one day per week from noon to 9:00 p.m. (Usually one client at a time). Weeknights: A variety of activities including: committees and task forces, church council, confirmation classes, small fellowship gatherings of youth and adults, support groups (singles, divorced, etc.), evening women's circles, adult study groups, etc. (more) St. John's - page 2 2. Uses which may be added to our current program: Weekdays: Senior citizen's fellowship group additional adult education Additional support groups (parenting groups, etc.) 3. How about Parking? We anticipate no additional parking will be required on Sunday mornings over that which is required for the current program. The reason for this conclusion is based on our having adopted a new Sunday morning schedule which will result in spreading our program out over a 3k hour period, rather than the current 2k hours. Current: Two simultaneous worship and education hours (9:00 & 10:30 a.m.) The traffic/parking crunch comes from 10:00 to 10:30 a.m. in which great numbers are either coming or going. The rest come early and stay late so the parking demand is high throughout the morning. New Schedule: (Begins September f Early Service (8:00 or Education Hour (9:15 or Late Service (10:30 or for 3, 4 and 5 year 3, 1991) 8:30) - No Sunday School 9:45) - No Worship Service 11:00) - Sunday School for olds only The result of this new schedule will be: Fewer spaces needed at the early hour (no Sunday School) Fewer spaces needed at the middle hour (No worship) Fewer spaces needed at the late hour (limited Sunday School) Note: "Fewer" is based on current activity. We are, of course hopeful that our new programs will result in greater activity. But, this schedule makes that manageable. There will continue to be "crunch" times (between worship and education hour, and between education hour and late worship). However, not as many will be coming and going at one time. How about parking for Parish House activities, specifically? Since this is an existing program, and since it will likely be 4th through 6th graders who are the primary users, and since the students will be coming to the church first, we seen no significant change in parking habits. On weekdays and at other times, the church parking lot is available for all of the anticipated activity. However, there is significant street parking adjacent to the house for most uses. (2 to 3 cars in front of the house; 2 to 3 cars on the side of the house on Cantata; 2 cars in the drive way; and 8 or 9 cars across the street on Cantata next to the church building.) These 14 to 17 spaces would meet the need. We would also agree to posting of signs to discourage parking in front of neighbor houses for parish house uses. 4. It is our intention to be good neighbors in this matter of parish house use. The physical changes will be designed to retain its residential value. Dear Ms. Freeze: As residents of a hcm directly across the street from the above referenced, we are strongly opposed to the request that has been submitted. We are also active members of St. John's and have expressed other concerns and our position in meetings that have been held to discuss the variance request. we are concerned with the need to alter the appearance of the hone in order to canply with a new public use requirement. We have become accustomed to it being the nicest home in our neighborhood. It was designed and built as a hone, to house a family and it meets these needs very well. If our congregation has no need for it as a hone, I feel that it should be offered for sale and sold as a private hams. We feel that granting the variance would have an adverse effect on our neighborhood because of the appearance when altered, the other uses which could be assumed granted from the public use category and the rapid deterioration from this use.
