Tracie Pechonick and I have met with Todd Heikkila, Publisher of the
Farmington Independent, to clarify the details of a potential contract to
establish an exclusive Rosemount newspaper. The newspaper would be created
in lieu of the other options considered for the publication of an expanded
City Newsletter. We are aware that Dakota County has declared the
Independent as its official newspaper. The City can do the same and
satisfy its legal requirements for publications. If the City elects to do
this, we would pay for legal publications in the Independent, but receive
free publications of legals and minutes in a Rosemount newspaper. This
would result in a savings of over $8000, based upon last year's publication
expenses. The contract for the establishment of a local newspaper would
have a duration of 12 months and include the following terms:
Weekly publication/distribution to all Rosemount addresses
1/4-1/2 page weekly "City News" column (minimal staff commitment)
Quarterly publication of Park and Rec brochures
Quarterly publication of Recycling Promotion/Education
Publication of legal notices and agendas/minutes
Coverage of City Council, EDA and Planning Commission meetings
Establishment of Rosemount News office
9-5 hours - local school and intramural sports coverage
April 19, 1991 - first publication date
$26,000 Annual Contract: 25% down - balance in 12 monthly payments
$1/column inch legal publication fee in the Farmington Independent
I would like to elaborate a little more on these details at the February
19th Regular Meeting and answer any questions the Council may have!
RECOMMENDED ACTION: Motion to approve the concept proposal to establish
an exclusive Rosemount Newspaper and direct staff to prepare a legal
contract for services and to designate the Farmington Independent as
the City's official newspaper, upon execution of the contract.

1 Current City of Rosemount policy is to publish the minutes of each
Rosemount City Council Meeting in the City's "official newspaper". Because
the Rosemount Newspaper could not be designated as Rosemount's "official
newspaper" until one year after start up and because it is not required by
Minnesota State Statute that these minutes be published as such, the City
of Rosemount could opt to publish minutes free of charge in the proposed
Rosemount Newspaper and still have them available at City Hall for those
persons who may request a copy. By implementing such a process, the City
of Rosemount could save the $5,500.00/year usually dedicated to printing
Rosemount City Council meeting minutes.
2 A two year scenario of the cost estimates surrounding the proposed
Rosemount Newspaper have been included because the newspaper could not be
designated as the City of Rosemount's "official newspaper" until one year
(to the date) following the start of production. As all legal notices must
be printed in the City's "official newspaper", said notices would have to
be printed in the City's current "official newspaper" until the one year
waiting period for the proposed Rosemount Newspaper would be completed.
