Specialist ATTACHMENTS: Preliminary 1991 Recycling Tonnages APPROVED"iBY-. Since 1989, the Rosemount Recycling Program has-been //S ervecy one hauler: Knutson Services, Inc. (KSI). KSI has continually performed above and beyond the call of duty to make the Rosemount Recycling Program one of the best recycling programs in Dakota County. Some examples of the activities which KSI has undertaken for the Rosemount Recycling Program include: * conducting educational programs at ISD #196 elementary schools * providing collection services for recyclable items throughout Rosemount schools * participation in annual Earth Day programs * Christmas tree collection (free of charge to residents) * enabled the Rosemount Recycling Program to be the first in Dakota County with curbside collection of plastics, high grade white paper, corrugated cardboard, and glossy magazines In addition to the special attributes which KSI strives to bring to the Rosemount Recycling Program, they have consistently serviced the program with curbside collection for single family homes, central collection for multi -family units, a recyclables drop-off center and commercial / industrial recycling efforts. For the three years during which the Rosemount Recycling Program has been in operation, more items have been and continue to be acceptable for collection through our program than through any other recycling program in Dakota County. Based upon KSI's past performance and continual efforts to work with the City of Rosemount to improve and expand our recycling program, staff requests that the City Council authorize staff to negotiate a contract with KSI for the 1992 Rosemount Recycling Program. If the City Council chooses to permit staff to negotiate a contract as requested, said contract will be presented to the Council at the second meeting in November 1991, for formal approval. RECOMMENDED ACTION: Motion authorizing staff to negotiate a contract with Knutson Services, Inc., for the operations of the 1992 Rosemount Recycling Program. Weekly participation rates of single family residents in the curbside collection program averaged 39% for the five collection weeks in September 1991.
