Gravel is dumped from the box onto a conveyor belt and deposited on the road shoulder in a uniform depth and width. The attached memo from Mike Widstrom explains the need and outlines the cost of purchasing the equipment versus hiring the County repeatedly. We have obtained two quotes for this equipment. Those quotes are attached to the memo. The funds for this purchase would come from the street maintenance materials line item of the unpaved streets budget. The current balance of that account is $9,263.62. After purchase of the piece of equipment the balance left for materials would be $5,903.60. That amount would be sufficient to regravel eight (8) miles of shoulders. RECOMMENDED ACTION: Motion to approve the purchase of a shouldering machine from MacQueen Equipment in the amount of $3,360.00. COUNCIL ACTION: 2 TO: RON WASMUND, PUBLIC WORKS DIRECTOR FROM: MIRE WIDSTROM PIIBLIC WORKS SUPERVISOR DATE: OCTOBER 29, 1991 RE: SHOULDERING MACHINE, CONVEYOR Our Maintenance Department is trying to complete all preventative maintenance tasks that can be done before freeze up. The task in question is shouldering of uncurbed roadways. This calls for a large amount of Class #5 gravel applied to the shoulders to protect the existing blacktop mat, also protect the City plows from ripping up asphalt edges. The City has approximately 10 miles of rural road which need surfacing of shoulders. In past years the City only resurfaced areas that needed immediate attention or on complaint request by hand. This practice is causing problems with premature deterioration of the roadway edges. It also causes equipment damage when snow plowing because of the uneven surfaces. To try to have a percentage of this task completed by freeze up, the City has two options: 1. Hire the County for $42.02 per hour. This would cost $1,960.80 per week plus materials. I figured it will take approximately 2 weeks if weather permits. 2. Using Budget Line 101-43122-01-224, purchase a shouldering machine for $3,360.00. The balance of the Budget Line could be used for materials and whatever Staff does not complete this fall could be completed next spring. This would allow Staff to schedule this maintenance operation repeatedly as needed in the future. Attached to this memo is a quote from MacQueen Equipment for $3,360.00 and a quote from Crysteel for $4,900.00. These are the only two known vendors of this equipment in the area.
