In reviewing the work necessary to complete our work on the Comprehensive
Guide Plan and to respond to the planning efforts necessary to deal with
selection of the Dakota Search area for the MSP airport, staff is
recommending that more staff and possible consultant work will be necessary
than we can currently provide.
Existing staff is able to, at best, keep up with every day planning issues.
Projects such as the Comprehensive Guide Plan and the airport siting
process tax our present staff beyond their limits.
When we developed our work program and hired a consultant to assist in
completing the Guide Plan, we had a full-time planner and`a community
development director on staff. We now have one full-time planner. We
can't complete the expected work program under these conditions. We would
like to ask that in order to fund additional staff and possibly consultant
work that the City apply for a planning assistance loan through the
Metropolitan Council. Because of the weather conditions, a full report
from Lisa Freese cannot be included in this packet. It will be delivered
prior to the meeting on Tuesday.
A complete explanation of a work program and staff/consultant
responsibilities will be addressed in that report
