We are asking to authorize bid award and purchase of utility sized Ford tractor and implements from Carlson Tractor in Rosemount in the amount of $31,433.00. Simultaneously we are asking council to authorize bid award and purchase of the 18' Howard Mower with the deletions as outlined in the memo. This bid award would go to McQueen Equipment in the amount of $39,650.00: Lastly, we are asking Council to reject both bids for the snow plow since neither bidder submitted a bid bond and authorize staff to get quotes on this item. BECHTOLD -- DIRECTOR OF PARKS & RECREATION DATE: MARCH 28, 1991 RE: SUPPORTIVE INFORMATION FOR EQUIPMENT PURCHASE Information included in this memo relates to some of the items that our departments had addressed when we requested approval of additional maintenance equipment. Our staff discussions had included members from the Public Works and from the Parks & Recreation departments from all levels of operation. We, Ron Wasmund, Rick Cook, Mike Widstrom, and I, feel that coordination and understanding between the Council and our departments does exist. By sharing the information presented we hope that your confidence in our decision to proceed with this request will positively affect your action to approve the equipment purchases. 6' MOWER USE: PARKS: MOW IN PARK AREAS SUCH AS CHARLIE'S PARK WHERE THE 15'MOWER WOULD HAVE A DIFFICULT TIME MOWING AROUND TREES AND OTHER OBSTACLES SUCH AS GRILLS AND THE TENNIS COURT. THE 6' MOWER IS USED FOR TRIMMING IN PARKS. TOTAL HOURS REQUIRED FOR THIS TRIMMING IN PARKS WHERE THE 15' MOWER IS USED AS THE MAJOR MOWER VARIES GREATLY WITH THE NUMBER OF TREES AND OBSTACLES THAT THE PARK CONTAINS. EACH OF THE PARKS INCLUDE AREAS FOR TRIMMING WITH THE 6' MOWER. CHARLIE'S PARK AND THE HOCKEY RINKS ARE THE ONLY AREAS OF THE PARKS SYSTEM THAT ARE MOWED EXCLUSIVELY WITH THIS SIZE MOWER. BOTH OF THE 6' MOWERS ARE USED ON A DAILY BASIS IN CONJUNCTION WITH THE 15' MOWER. MEMO TO: MAYOR NAPPER COUNCIL MEMBERS: KLASSEN OXBOROUGH WILLCOX WIPPEPI ANN FROM: RON WASMUND, PUBLIC WORKS DIRECTOR DATE: MARCH 15, 1991 RE: MAINTENANCE EQUIPMENT BIDS On February 19, 1991 at the regular Council meeting, Staff was authorized to obtain bids for the following equipment: 1 - Tractor/Mower with 3 Rotary Decks 1 - Four Wheel Drive Utility Tractor with cab, front mount snowblower and rear mount mower 1 - Snowplow for a one ton truck These bids were received and opened on March 5, 1991 at 10:00 a.m. The bid tabulation sheet shows the bid price for each item. Upon review of the bids Staff has prepared the following recommendations for Councils consideration. The low bid for the mower was received from MacQueen Equipment, Inc. The base bid for the equipment specified was $39,130.00. the options bid were 4 -wheel drive for $6,200.00, Turbo charger on the engine for $1,995.00 and six fast wing decks for $520.00 for the total shown on the bid tabulation sheet of $47,845.00. After discussion with Staff it has been determined that two options can be eliminated to help control costs. Those options are four-wheel drive and turbo. These two items create a total deduct of $8,195.00. Subtracting this amount from $47,845.00 we arrive at $39,650.00. Based upon this price we are asking for Council authorization to award the bid and order the mower from MacQueen Equipment, Inc. The low bid for the four wheel drive utility tractor, snowblower and mower was received from H & W Equipment in New Prague in the amount of $30,120.00. The tractor and mower bid by this company does not meet the specification for horsepower and.mower offset. The tractor bid is one classification smaller than the size specified and the mower is not offset enough to be compatible with existing equipment. The next lowest bid was received from a local vendor, Carlson Tractor. The tractor and equipment bid by Carlson do meet all specs. The difference in the bid total $1,313.00. Based upon delivery time, availability of local service, compatibility with existing equipment and the ability to stock exchangeable parts, it is Staffs recommendation to award the bid and order delivery of equipment from the local dealer, Carlson Ford Tractor. The bids for the snowplow to be mounted on the one ton truck are both being rejected by Staff with concurrence from Council due to lack of bid bond being enclosed with bid. It is Staff's intention to seek quotations from suppliers of this type of equipment. The two bidders we had for the snowplow will be included in those asked for quotation.
