SPECIALIST DATE: MARCH 25, 1991 SUBJ: BLANDIN COMMUNITY LEADERSHIP PROGRAM - Project Proposal From February 17-22, 1991, eight people from Rosemount, along with 18 others from the cities of Farmington and Northfield, attended the Blandin Community Leadership Program. Each community group was asked to develop an idea for a project and to make that project a reality (if possible) upon returning to their respective communities. The progress each group makes will be charted at the two Blandin Community Leadership Program follow up sessions in April and August. The project chosen by the Rosemount Blandin delegation (Blandin delegation) is entitled: Community Media Resource / Reference Center. The purpose of the project is as follows: "[To create] an informed citizenry which fosters unity, encourages a sense of identity, allows input/feedback and encourages openness." The overall goal of the project consists of the "development of a media (information) resource/reference center, which facilitates the collection, exchange and distribution of information regarding the activities, interest and concerns of the citizens of Rosemount, through the efficient use of print, electronic, broadcast and other forms of media." TO make this concept become reality, the Blandin delegation realizes that success is more likely if all sectors of the community were to be involved. Therefore, we would appreciate any input that the Rosemount City Council wishes to offer. We also believe that a task force should be formed. The task force would ultimately determine and take the steps necessary and work with the appropriate persons/agencies to realize the goal of establishing a Rosemount Community Media Resource / Reference Center. The task force should represent all sectors of the Rosemount community. Some sectors are already represented by the members of the Blandin delegation: business, government, citizens, and service/ fraternal organizations. In addition, it is important that the following groups are also represented: churches, schools, media, girls/boys clubs, adult social organizations (Jaycees, Lions, Knights of Columbus, American Legion, V.F.W., etc.), private business, and senior citizens. The point is not to get a representative from every single organization in Rosemount, but rather to have the like organizations elect a person to join this task force and contribute the "spirit" of the organizations they are there to represent. The Blandin delegation wishes to contact each of the groups listed to provide the information above and to encourage members to be a part of the task force through a collective representative. The representatives will be asked to participate in the task force and to assist the group in achieving a common goal. In order to reach a common goal in a timely and efficient manner, the Blandin delegation believes it would be necessary to break the task force down into two or three separate committees which could then research/complete the various activities that will be needed to formulate a working plan and budget for the proposed project. The committees would also have to plan for the future/maintenance of such a project. Please refer to the attached documents for further background information regarding the proposed project. Also attached is a "Time Line" tracking how the Blandin delegation anticipates this project would move forward. At this time, as a representative of the Blandin delegation, I respectfully request that the Rosemount City Council make a motion in support of the proposed Rosemount Community Media Resource / Reference Center Project as presented by the Blandin delegation and allow me to represent the government sector on the task force. The Rosemount Blandin delegation will be present at the City Council meeting on Tuesday to address any questions or concerns you may have about this proposal. Thank you for your consideration. Designate individual to act as liaison between the three committees and to the City Council. May 1991 Work in committees on separate tasks for two or more months (throughout the summer months). Sept. 1991 Entire task force meet again to report findings and conclusions and to begin structuring a project budget. Nov./Dec. TIME LINE MARCH 1991: Second Week: Meeting of the Rosemount Blandin delegates to refine communications concept and begin a development process (ie: project assignments). Third Week: Review concept design, establish priorities and detailed timeline. APRIL 1991: First Week: Present report to Rosemount City Council. Third Week: Refine project based on input from Rosemount City Council. Meet to determine final agreement on project and move from conceptual ideas to real activities. Prepare for presentation and review at Blandin #2, scheduled for 4/23/91 in St. Cloud. V. IDEAS FOR WORK SESSION A. Clarify and develop a Mission Statement, perhaps something along the lines of suggested Goal #1. B. Determine and define the Purpose of the Blandin Delegates and other individuals appropriate to assist in reaching said Goal(s). C. Develop project specific Goals. D. Define Objectives to insure that they are consistent with Goal(s). E. Develop work timetables. F.
