In working with Knutson Services, Inc. (KSI), staff has ntat' ely
scheduled the 1991 Rosemount Community Clean -Up Day for Saturday, May 4th.
The Clean -Up will be held at; the KSI site on Biscayne Avenue.
Since 1988, the Clean -Up cost has remained under $10,000, with last year's
cost being $9,674.58. It is very likely, however, that the cost for this
year will be over $10,000. This is due to Rosemount's continuing
population increase, a 10% increase in tipping fees and a 5% increase in
transportation costs since 1990. In addition to these costs, KSI has ,again
requested that the City of Rosemount have an employee on-site to check
driver's licenses to insure that those persons participating in the Clean
Up are Rosemount residents.
Staff will be able to minimize costs in other areas by not accepting yard
waste, by using the City of`Rosemount's newspaper page for advertising, and
by, charging a small fee for the disposal of tires and mattresses/box
springs. To further conserve costs, the City and KSI will be advertising
that we "RESERVE THE RIGHT TO LIMIT LOADS" brought to the collection site.
KSI recommendedthat we attempt to limit individuals to a total of 5 cubic
yards (5 C.Y. is equal to two standard pick up truck loads or '30 standard
size garbage cans)
This has been initiated due to several grossly oversized loads which were
brought to the Clean -Up last year. KSI employees estimated that just one
of those loads cost the City of Rosemount over $400 in disposal costs.
This year, for any loads judged as "oversized" by KSI employees, a
reasonable amount, comparable to a large pick-up truck load, will be
accepted free of charge and the individual will be asked to pay the
disposal costs for the remaining materials. Any amount paid will be turned
over to the City of Rosemount to be used as payment on the cost of the
collection.
At this time, in order to proceed with the program and allow proper
notification of the event, City Council authorization is respectfully
requested.
RECOMMENDED ACTION: Motion approving the date of Saturday, .May ,4, 1991,
as the date for the 1991 Rosemount Community Clean -Up and authorizing
staff to prepare the appropriate public notification for the event.
