Ground Water Planning Task Force
Attached is a notice to file applications for the appointment to the Dakota
County Ground Water Planning Task Force.
I believe the letter is self explanatory as to the duties of the person(s)
appointed. I would recommend that a member of either the City Council, our
Planning Commission or our Utility Commission should be considered.
I have this on our agenda for discussion and if one of you choose to be
considered please be prepared to indicate so. Otherwise I believe we
should ask for volunteers from the Planning Commission or Utility
Commission.

SUBJECT: Call for applications for membership on the Dakota
County "Ground Water Planning Task Force"
Dakota County is in the process of developing a County -wide
ground water protection plan. This plan will examine existing
County ground water policies and practices and provide
recommendations to the Board of Commissioners on how to deal
with any ground water problems or opportunities that exist in the
County.
As directed by State Statute, counties must create an 15 member
advisory task force to assist with ground water planning. Duties
of this task force will include:
* providing county staff direction on the development,
direction, and implementation of the plan;
* advising county staff on the relationship and effect of the
ground water plan to existing watershed and local water
management plans; and
* providing input on the allocation of costs, governmental
authority, and responsibilities during implementation.
It is expected this task force will meet at least five times
through April 1991 to the completion of the planning process in
the Spring of 1992. State Statute directs that this task force
include:
* 4 citizens at large;
* 7 members appointed from watershed management organizations,
statutory and home rule charter cities and towns with at
lease 1 representative from each county commissioner
district, and
* representation from agriculture, well drilling,
construction, and hydrogeology.
City managers are are encouraged to circulate these applications
to appropriate repersentatives to apply to serve on this task
force. This will assure the ground water plan objectives and
implementation strategies are compatible with municipal concerns
and city plans. If you are interested in serving on this task
