This item is a request for approval of plans and specifications and for the
approval of expenditure of funds after quotes are received and reviewed by
the Park Department staff for the above project. Estimated amount of funds
needed for completion of the above project is $8,000.

The City of Rosemount is requesting quotes necessary for the
labor, materials, and equipment to construct a curb and gutter
near the park shelter at Erickson Park.
Erickson park Shelter is located approximately 3/4 of a mile
north on Brazil Avenue north of 145th Street West in Rosemount.
Enclosed you will find a project description, materials list, and
other pertinent information. The major quantities include:
325 LF B 612 Concrete Curb and Gutter
170 LF Concrete Maintenance Strip (under fencing)
25 LF Valley Gutter
The contractor shall secure and maintain workers compensation and
employees liability insurance as required. Other insurance
requirements covering equipment, materials, liability, etc. as
applicable and deemed necessary shall be in force. contractor is
responsible for all permits required for project including
permits to do business in Rosemount.
The City, its employees and agents shall not be held responsible
for any loss or liability that arises from the performance by the
contractor.
QUOTES ARE TO BE SUBMITTED BY SEPTEMBER 16TH AT 10:00 A.M.
The City of Rosemount reserves the right to reject any or all
quotes, and to award the Contract in the best interest of the
City and Park Department.

We, the undersigned, doing business as
and hereinafter known as the Bidder, have examined the drawing and
specifications with related documents and the site of the proposed work, and
are familiar with all of the conditions surrounding the construction of the
proposed project including the availability of materials and labor. We hereby
propose to enter into an agreement with the City of Rosemount to furnish all
labor, materials, equipment, skills and facilities for the complete
construction of the CONCRETE WORK / ERICKSON PARK SHELTER AREA IMPROVEMENTS in
accordance with the drawing and specifications and addenda thereto, as
prepared by the Parks & Recreation Department, for the prices shown in the
Proposal Form which includes sales tax and all other applicable permit and
license fees and taxes.

SPECIAL PROVISIONS
I. SCOPE: The scope of this project is to furnish materials, labor
and equipment for construction of a concrete curb and gutter with
the drawing entitled Erickson Park Shelter Area Improvements
2. ENTITIES INVOLVED: This project is a city improvement. the
primary contact person will be David Bechtold, the City of
Rosemount's Park Director; another contact person will be Boyd
Bailey, Engineering Technician for the Park Department (322-
2029).
3. COMPLETION DATE: The completion date for this project is October
30, 1991.
4. AUTHORIZATION TO PROCEED: Authorization to proceed will be given
by the city. The Contractor may start within 48 hours of
receiving the notification.
5. PAYMENT: Partial payment will be made upon satisfactory
completion of this project. The city shall be satisfied with the
workmanship and qualify of the finished product prior to making
final payment. Five (5) percent will be held until the project
is accepted by the Park Director and Park Department.
6. WARRANTY: The Contractor shall guaranty all work and materials
used in this project for a period of two years after final
payment is made.
7. SAFETY: The Contractor shall be responsible for maintaining
safety at the site during construction. The Contractor shall use
approved and appropriate warning devices as necessary.
8. TESTING: The Contractor shall be responsible for all testing of
materials used for this work in order to show compliance with the
specifications.
9. INSURANCE: The Contractor shall provide a certificate of
insurance showing evidence of purchase of general liability
insurance coverage for the minimum amount of $250,000 each
occurrence and $500,000 annual aggregate. the Contractor shall
maintain such coverage for the duration of the contract.
10. BONDS: The City will not require any bid, performance or payment
bonds.
11. SITE INSPECTION: The Contractor will be responsible to visit the
site prior to submitting a quote. The submission of the
quotation will mean that the Contractor has visited and is
familiar with the site.
12. QUANTITIES: The City reserves the right to reduce or increase
any quantities by up to 25% without a change in the contract unit
price.
13. SCHEDULING: The Contractor will have to work out a pouring
schedule where by Park Department personnel may inspect job
development.
SPECIFICATIONS - CONCRETE CURB & GUTTER
SUB - GRADE PREPARATION
Contractor will be required to prepare sub -grade, if Class 5 is
needed to level area, there is a bid item for this. Otherwise
prep work is incidental to floor work and sidewalk work. Site
will be graded and sub -grade preparation work will be done by the
City of Rosemount Park Department.
2112 SUB -GRADE PREPARATION
1. DESCRIPTION
This work shall consist of shaping and compacting the
sub -grade prior to the placement of a base or surface
course thereon.
2. CONSTRUCTION REQUIREMENTS
This work shall be done after any unstable portions of
the sub -grade have been repaired.
The Contractor shall compact and shape the top 6" of
the sub -grade for its full width in order to produce
the required grade and cross section suitable for
placement thereon of the proposed base or surface
course. The required grade and cross-section shall
consist of a smooth surface which at all points shall
be within 0.05' of the grade indicated on the plans and
staked by the park department.
The Contractor shall be responsible to obtain and/or
maintain the optimum moisture content of the sub
grade. Any work required for moisture control shall be
incidental.
3. METHOD OF MEASUREMENT
Sub -grade preparation of all areas of the project to be
paved will be incidental to project.
4. BASIS OF PAYMENT
Payment for the accepted quantity of sub -grade
preparation shall be incidental. All other items of
construction shall be considered incidental to that
item.
2211 AGGREGATE BASE
1. DESCRIPTION
This work shall consist of constructing one or more
courses of aggregate base on a prepared sub -grade.
2. MATERIALS
All aggregate furnished shall comply with the
provisions of Mn/DOT 3138. The class of aggregate to
be used in each course stall be as indicated on the
Proposal.
3. CONSTRUCTION REQUIREMENTS
A. General. The base shall be constructed in
layers of no more than 4" of compacted
thickness. The thickness may be increased to
6" if vibratory compaction equipment is used.
B. Placing and Mixing. The amount of aggregate
deposited on the sub -grade each day shall not
exceed the amount which is intended to be
placed and compacted during the remaining
portion of that day. At the time of
depositing the aggregate, the sub -grade shall
be dry and compact such that no rutting or
displacement will occur.
Any material that becomes contaminated after
placement shall be removed and replaced or
corrected.
C. Spreading and Compacting. At the time of
spreading for compaction, the aggregate shall
be uniformly mixed such that it will meet the
specified gradation requirements.
The material for each course shall be
entirely spread and compacted to the required
grade, cross section, and density before the
placement of a subsequent course.
Compaction shall be obtained by the Specified
Density Method. Each layer shall be
compacted to a Standard Proctor Density of
100% by means of a tamping or pneumatic tired
roller meeting the requirements of Mn/DOT
2123. Water shall be applied to the base
material during the spreading and compacting
operations when and in the amounts directed
by the Park Department.
D. Workmanship and Duality
Each base course shall be constructed in
accordance with the cross-sectional
dimensions shown on the plans and the grades
staked by the Park Department. The finished
surface shall not vary more than 0.05' from
the prescribed elevation at any point where
measurement if made.
E. Gradation
The Contractor shall assume full
responsibility for the supply and placement
of uniform and satisfactory materials. All
materials will be subjected to random
gradation testing at the discretion of the
Engineer.
4. METHOD OF MEASUREMENT
Aggregate Base. Quantities will be computed on the
basis of planned dimensions of the base, subject to
authorized dimensional changes. Payment will be made
of the proposal quantity unless dimensional changes are
authorized by the Park Department
5. BASIS OF PAYMENT
Payment for the accepted quantities of each class of
aggregate base shall be at the contract unity prices
for those items listed on the proposal form. All other
items of construction shall be considered incidental to
those items.

CONSTRUCTION REQUIREMENTS
A. Foundation Preparation
The foundation shall be excavated, shaped,
and compacted to a firm, uniform bearing
surface, conforming to the planned section
and established grade. Unsuitable sub -grade
soils shall be removed and replaced as
directed. Granular or aggregate materials,
as indicated in the plans, shall be
furnished, placed, and compacted thoroughly
to the required depth.

B. Forms
Forms shall be metal, and shall conform to
the required shape and design as indicated in
the plans.
C.- Joint Construction
Transverse expansion joints, filled with 1/2"
preformed joint filler material, shall be
placed at the ends of all curved sections;
and at the ends of the curved portions of
entrance and street returns. Expansion
joints with filler material shall also be
placed at locations where the concrete
surrounds or adjoins any existing fixed
objects.
Contraction joints shall be provided at 10'
intervals in curb or curb and gutter and at
20' intervals in solid median construction.
The contraction joints may be formed or sawed
as approved by the Park Department to the
depth of at least 2" from all exposed
surfaces.
D. Metal Reinforcement
Metal reinforcement shall be provided and
placed at catch basin locations as required
by the plans and in conformance with the
applicable provisions of Mn/Dot 2472.
E. Placing and Finishing Concrete
Immediately before placing the concrete, the
inside faces of the forms shall be wetted and
the foundation moistened with water. The top
surface of the placed concrete shall be hand -
floated. All joints and edges shall be
rounded and all surface exposed to view shall
be lightly brushed to a uniform texture.
F. Alternate Machine Placement
In lieu of using forms, concrete may be
placed and forced to the required shape by
using an approved type of extrusion machine
that will produce a finished produce meeting
all standards as would be achieved with
fixed -form construction.
G. Concrete Curincr and Protection
After finishing operations have been
completed and as soon as the set of the
concrete permits, the concrete shall be cured
for a minimum period of 72 hours. The curing

shall be in accordance with the Blanket or
Membrane Curing method'`as outlined in MN/Dot
2531.3G.
H. Joint Sealing
No joint sealing will be required unless
specifically indicated on the plans.
I. Backfill Construction
After the curing period, the required
backfill or embankment construction shall be
completed as indicated in the plans. Unless
otherwise indicated, the backfill material
used shall be selected from the street
excavation.
J. Workmanship and Finish
The flowline surface of gutters shall be
finished to eliminate low spots and avoid
entrapment of water.
Concrete edges and surfaces designed to
straight lines or grades will be considered
unacceptable if there is any deviation in
excess of 5/16" from a 10' straightedge.
Unacceptable work shall be removed and be
replaced with acceptable work as ordered by
the Park Department.
4. METHOD OF MEASUREMENT
The construction provided for herein will be measured
as indicated in the proposal. No deductions will be
made for any castings or minor fixtures encompassed in
the work.
A. Curbing
Concrete curb or curb and gutter as each
design will be measured in linear feet along
the face of the curb at the gutter line.
B. Driveways
Driveway pavement of each specified thickness
will be measured by the surface areas square
feet.
5. BASIS OF PAYMENT
Payment for the accepted quantities of curbing and
driveway pavement shall be at the contract unit price
for only those items listed on the proposal form. All
other items of construction shall be considered
incidental to those items.
