Five bids were received on the project. The individual firms are identified on the, attached bid tabulation sheet. The apparent low bidder is.Ryan Construction of Lakeville with a total cost of $37,500.00. The total construction cost is above the engineer's estimate of $30,000. This is due to the amount of field preparation work that is needed, grading and rock removal. The bid price is within 20 percent of the estimate which is based upon 1990 construction prices. The next two low bids were received from E. H. Earthmovers, Inc. at $38,040.00 and Central Landscaping at $39,390.00. The difference between the two lowest bids is $540.00. All bids were accompanied by a 5 percent bid bond as required in bid documents. There is no glaring informalities with any of the bid documents. Based upon the initial examination, it is staff's recommendation to make the award to the apparent low bidder. This recommendation will be amended at the meeting should any irregularities be discovered. Council approval request includes the $35,000 from account #202-24413 for grading. These funds were previously assigned towards the installation of soccer lighting in Jaycee Park in 1990. These were carried over for Jaycee Park expenditures. Because of the change in concept of that park the soccer lighting will not be installed at this time. The remaining balance of the $37,500.00 ($2,500) will come from Park Dedication Funds, that account is 205-49005-01-530. A total of five bids were received and the Bid Tabulation and Extension of Bid Prices is attacbed. The Engineer's Estimate was approximately $30,000 based on final plans and specifications dated August 6, 1991. The low bid from Ryan Contracting, Inc., was $37,500. Possible reasons for the higher bid price include rocky soil in the area and a tight specification for rock picking and removal, plus a tight specification for turf establishment or seeding. We recommend award of Project No. 223 to the low bidder, Ryan Contracting, Inc., in the amount of $37,500. We are enclosing the original bids for your files.
