All this, while keeping within budget! RECOMMENDED ACTION: Motion to approve Revised Route 46 as recommended by the MVTA. COUNCIL ACTION: TO: Mayor Napper Council Members: Oxborough, Willcox, Wippermann Administrator Steve Jilk Dir. of Planning Lisa Freese FROM: Council Member Sheila Klassen DATE: August 30, 1991 RE: MVTA Revised Route 46 Attachments: Monthly Subsidy #1 Monthly Ridership #2 Current Schedule/Route #3 Revised Schedule/Route #4 & #5 Picture of Bus #6 At its August 28th, 1991, meeting, the Minnesota Valley Transit Authority (MVTA) approved, subject to the Rosemount and Eagan City Councils approval, a revised route 46. The reason for the revision is that the current route has a very high subsidy of $5.84 per passenger due to the small number of passengers it serves. The Regional Transit Board has established a performance standard of $3.85 and would be suggesting the route be discontinued. Since this is the only route serving Rosemount, MVTA has taken steps to ensure Rosemount continues to be served and moves the MVTA toward one of its goals to establish a trunk and feeder system within the six member cities. (Please refer to the attached revised route map, Attachments #4 and #5.) As of now, there are no RTB performance standards set for a trunk feeder route. The increased yearly cost of approximately $3,000 is due to increased runtime of 20 minutes per day and is within the 1991 budget amount. The bus to be used will be a smaller van -like bus as is currently used so I do not expect any adverse effects on the neighborhoods along the route. The return trip for the second run will take the quickest way possible as time is imperative in meeting other schedules. The return trip will probably be Pilot Knob to County Road 38 to Hwy 3. If, as the route is established, we find time to pick up passengers on the return trip, we will do so. Also, if time allows, the return trip could be changed, to a reverse route. Please be aware this is a demonstration project to see how a trunk and feeder system will work within the MVTA area and we will be learning as we go The revision would be effective October 7, 1991, with notification made to current passengers and residents along the route. I also suggest a newspaper article. No additional fares are expected, and travel time to St. Paul is expected to be about the same as now. I recommend approval of this revision for the following reasons: 1. Increased Flexibility Current: one run in morning, one in late afternoon to St. Paul only. Revised: two runs in morning, two in late afternoon with option to connect with MPLS or St. Paul bound express bus. 2. Serve More People Current: runs through less populated areas causing low ridership, high subsidy. Revised: runs through more populated areas with potential for increased ridership, decreased subsidy. 3. Keep Service Within Member Cities Current: serves non-member cities of Inver Grove Heights and Mendota Heights with no enumeration to MVTA. Revised: Service member cities of Rosemount and Eagan. I will be happy to answer any questions at the Council meeting on Tuesday. Have a nice weekend. Fare Zone Limits: Highway 149 and Blue Gentian. 'Peak hours • Monday -Friday 6-9 AM and 3:30.6:30 PM. Pay Policy: Please have exact fare ready. Drivers carry no change. Dollar bills not accepted. • Going towards downtown: (or on crosstown routes which do not go downtown): Pay the full adult fare (see table above), plus the 25C peak surcharge if it applies when boarding. • From downtown: Pay the full adult Zone 1 fare of 85C, plus the 25C peak surcharge if it applies when boarding: and the 25C zone surcharge when alighting if it applies. See the route map to determine if your trip crosses the fare zone limit. • Prepaid fare users present your pass or ticket to the driver when boarding and show it again when alighting in Zone 2. • The value of a token is 85c. For any fare on rides exceeding this value. the difference in tares will be accepted in exact change. Schedule subject to change. Special Attention Route 39 and 46 Passengers! Route 39: Effective October 7,1991, route 39 will be operated by a new contractor. The route will remain the same. Route 39 passengers should look for a 1991 small white bus with the MVTA logo. The MVTA is currently seeking ways for improving route 39. Your comments and suggestions would be greatly appreciated. x Route 46: Effective October 7.1991, route 46 will be operated by a new contractor. Route 46 passengers should be looking for a 1991 small white bus with the MVTA logo. On October 7, 1991, this bus will start operating from Rosemount through Eagan and to the Yankee Doodle park-and-ride lot. Here passengers may transfer to buses that will take them to downtown St. Paul or Minneapolis. Apple Valley residents who used to ride route 46 are encouraged to take route 48 from their neighborhoods. Below is a breif look at the new route 46 schedule. Please ask your driver for the complete revised schedule or call the MVTA offices at 431-4311. The Authority would be granted all the powers authorized by Minnesota Statutes Chapter 469, 'Chapter 462 and Section 472A.10. This includes all the powers of a housing and redevelopment authority and an economic development authority. 2. The Authority would be governed by seven (7) commissioners. A minimum of two (2) of the commissioners would be City Council members. 3. All project plans proposed by the Authority would require approval by the City Council. 4. The Authority would not issue obligations without the prior approval of the City Council. 5. All existing projects of the Rosemount Economic Development Authority would be transferred to the Port Authority. Anyone who wishes to comment will be heard at the hearing.
