This item is a request to hire additional contract inspection help`.
Koch Refining Company announced to us on Wednesday, August 28th, that
they have received corporate authorization to proceed with a
$17,600,000 construction project for the expansion of their local
administration office building, laboratory and clean house.
$1,600,000 of the total project cost will be used for relocation of a
truck loading facility, on campus pipe lines and the main gate
security equipment.
The approximate construction costs for the buildings will be
$16,000,000. Based upon that valuation, building permit and plan
review fees will generate $55,340.18 worth of revenue to the City.
I am asking to use a portion of that revenue to fund the additional
inspection help necessary for this project.
RECOMMENDED ACTION: MOTION TO AUTHORIZE STAFF TO ADVERTISE AND HIRE
ADDITIONAL CONTRACT BUILDING INSPECTOR ACCORDING TO APPROVED JOB
DESCRIPTION WITH STARTING DATE TO COINCIDE WITH KOCH'S PROJECT START.

RE: BUILDING INSPECTION STAFFING NEEDS
As you are aware, the City of Rosemount has several large scale
building projects pending. Included in this list are U.S.P.C.I.
Product Handling/Material Inspection building, administrative
building and various ancillary structures; Dakota County Waste to
Energy Facility; Recomp Composting Building; National Guard
Armory; Dakota County Technical College remodeling; Koch
Refining Company Administrative building, laboratory, and clean
house/change room; and Cimarron Village Townhouse project.
With the current single family home construction holding even
with previous years, it is necessary to hire additional
inspection staff as these major projects come on line.
The first of these projects has been approved by their corporate
leaders and is expected to start no later than September 16,
1991.
Koch Refining Company announced in a meeting with us on
Wednesday, August 28th that all approvals were received for a
$17,600,000 Office/Laboratory expansion project.
This is going to be a fast tracked, design build project.
Meaning that to save time in the total process they are going to
start construction as soon as the footings are designed and
continue to design and build the super structure as they go. The
entire project from start to occupancy is expected to take 18
months to complete.
A project of this type and scale is going to demand an
extraordinary amount of staff time. Since the plans are prepared
as they go, it will require immediate review of new submittals
and continued comparison to previous submittals to insure
structural continuity and code compliance. I estimate an average
of 4 hours per day for the first 8 to 10 months will be spent on

plan review for this project. In addition to this I estimate an
average of 2 hours per day for the life of the project for field
inspections on this building. Figuring an average of 20 working
days per month I estimate 1,520 hours of time needed for this
project.
The complexity of this project is going to require a person with
the skills and experience of Paul Heimkes, our current full time
Building Inspector. If I was to assign Paul to this project, I
would need to replace him with someone else to fill the void left
by his absence. Based upon Paul's knowledge of policies and
procedures and his ability to coordinate our inspection
functions, I feel he is more valuable to the operation helping in
the daily supervision and coordination of contract inspections.
Our current contract inspector, Mike Fricke, does a very good job
with single family home inspections. With his orientation and
repore with the building contractors I propose to continue
utilizing him for those inspections.
Thus the need for an additional inspector. This person would be
assigned primarily to Koch's project. If and when the other
projects I have listed come in for review, I will continue to
monitor time available, experience levels, and code knowledge to
redistribute work assignments informing you of staffing needs.
I have attached a job description for your review and comment.
It is basically the same as the last position you approved with
minor changes. I am asking for more experience, both in time in
the inspection field and specific to commercial/industrial
inspections. For this additional experience and training I
anticipate having to pay accordingly. I propose to set the
compensation rate at $15.00 to $20.00 per hour. As with the
current contract inspection position, the new position would be
responsible for his/her own taxes, insurance, and transportation.
Based upon the estimate of 1,520 hours and assuming the maximum
rate of $20.00 per hour, I anticipate using $30,400 of the
$55,340 revenue from the Koch permit to fund this requested
position.
I will be at Tuesdays meeting to discuss any questions you may
have regarding this item.

POSITION RESPONSIBILITY WRITE-UP

Position Title CONTRACT BUILDING INSPECTOR
Department PUBLIC WORKS/BUILDING
Accountable To Public Works Director/Building Official
Primary Objective of Position
This is a highly responsible contracted position within the Public
Works Department. The Contract Building Inspector must be capable of
independent work with minimal supervision. General responsibilities
include the range of plumbing, HVAC, and structural inspections in
residential, commercial, industrial and institutional construction.
To operate and maintain heavy duty or complex department equipment and
provide manual labor as required to provide timely and efficient
al maintenance services to the entire City operation.
Maior Areas of Accountability
1. =anization/Procedures
-- Performs all inspections assigned by the Building Official.
-- Performs plan reviews required for issuance of permits.
-- Prepares written summaries of inspections and other duties as
directed by the Building Official.
-- Assists in the enforcement of Zoning and Subdivision
Ordinances.
-- Coordinates and verifies plan reviews and inspection procedures
with other staff; such as the city planner and fire marshal.
2. Supervision/Employee Relations
-- Is under the direct supervision of the Building Official.
-- Must be capable of effectively communicating with other
departments, citizens, boards and commissions, developers and
contractors.
3. Minimum Requirements
-- Class II Building Inspector certification, State of Minnesota.
-- Five years demonstrated experience in municipal inspections,
with a concentration in commercial and industrial projects.

4. Contract Requirements
Must have valid drivers license in good standing.
-- Must provide personal reliable transportation to perform
inspections.
-- Must provide a current Federal Tax Indentification Number and
assume all responsiblity for his/her own tax and F.I.C.A.
payments.
-- Shall be responsible for Insurance, Workers Compensation,
errors and omissions.
