The Utility Commission hosted an informational hearing at their regular
meeting on July 8, 1991. The general public was invited to attend and
participate in this informational meeting via an informational brochure
mailed to every residence in Rosemount.
Thirty-two (32) residents attended the meeting representing agricultural,
rural residential and R-1 developments. of the 32 in attendance, -8 people
spoke their concerns. Of the 8 who spoke, 7 were expressly against the
concept with no questions about how the utility was configured, what it
would offer, or what it would fund. They were there to "Just Say No!"
representing this as just another tax. It was difficult to present the
concept to them based upon their unwillingness to hear. I do not feel that
we did a very good job of presenting the material and consequently did not
convince anyone of the utilities merits.
As a result of the meeting on the 8th, and the fact that one commission
member was unable to attend, a special meeting of the Utility Commission
was held on July 11th to discuss with me the questions they have formulated
and gleaned from the public. That meeting on the 11th resulted in a
recommendation to refer the utility to City Council for discussion only at
the regular meeting on July 16, 1991.
I have attempted to identify the issues as I see them and respond to them
in memo form. I will be prepared for discussion at the meeting.
