On Tuesday, September 24, 1991 a special meeting will be held at the Dakota
Government Center Board Room.
As outlined in my letter, this meeting is in regard to a $1.25 million over the
next five years to help support the prevention of chemical dependency amoung our
citizens.
Our City Administrator, Stephan Jilk, has requested my attendance at the meeting
to introduce our position and to learn how our city can be involve.

RE: Office of Substance Abuse Prevention Grant
On August 27, 1991 our City Administrator received a letter
from Michael E. Turner, Chairman of the Dakota County Board
of Commissioners. Mr. Turner announced that on Tuesday, Septem-
ber 24, 1991 at 10:30 A.M. a special meeting will be held in
the Dakota County Board Room in Hastings in regards to an award
of $1.25 million dollars over the next five year period from
the federal Office of Substance Abuse Prevention (OSAP). This
meeting will be held to entertain ideas and motions from the
different cities within Dakota County.
I would like to attend this meeting and relate to the Dakota
County Board of Commissioners Rosemount's concern on prevention
of drug abuse.
The City of Rosemount has recognized the value of the D.A.R.E.
Program being taught to the students that attend the Rosemount
Elementary Schools. The City of Rosemount, being spearheaded
by City staff and the Rosemount Police Department, place the
prevention of drug abuse high on their list. Rosemount Police
Officers not only provide the D.A.R.E. instruction but are also
involved in the East Metro Task Force (drugs), the Dakota County
M.A.A.G. team, along with on-going Police intervention of drugs
and Officers are being offered various narcotics classes such
as Controlled Substance Identification, Narcotic Investigation
for Patrol and Law Updates on Narcotic Arrest Procedures.
Funds to stay current on drug awareness along with the D.A.R.E.
Program have increased over the last year. The cost alone for
an Officer to be made available for drug education costs nearly
$40,000. The City has been active in soliciting the funds to
support this most important program through the Legislature,
Legislators and private sectors. Contributions received from
private sources including the proposed $1 per ,capita levy in
Rosemount and including an unknown amount from the proposed
70% return from fine money from drug cases which are initiated
through the City is still far short of the expenses needed.

We have recently received word from the federal Office of
Substance Abuse Prevention (OSAP) that Dakota County has been
awarded approximately $1.25 million over the next five years
to prevent chemical dependency among our citizens.
We hope to use the funds to launch and support this prevention
effort which is so vitally important to our communities.
These funds are especially welcome in Dakota County because of
the work that all of us -- public officials, educators,
police, parents, students, and chemical health professionals.-
- have been doing separately and together to prevent the
problems which accompany chemical abuse. Certainly, we can
all be proud of the work to collaborate on this successful
grant proposal. You are invited to attend an informal event
celebrating the funding of our chemical dependency prevention
efforts. The event is scheduled for:

Harnessing the energy and ideas for preventing chemical
dependency in each community is crucial to the success of our
entire effort. That is why it is important for you to attend
this kick-off celebration. We will have staff review the
kinds of things we hope to accomplish with the grant and how
each community fits in. We will also lay the groundwork for
implementing the work of the grant over the next five years.
