To obtain annual program funding from Dakota County, it is required that the City of Rosemount submit a completed application with a resolution of approval. To be considered for funding in 1992, the application must be submitted to the County no later than October 1, 1991. Therefore, I have attached the following materials for your review and subsequent approval: (1) a memo summarizing the 1991 Rosemount Recycling Program and the changes expected in 1992; (2) the completed 111992 Landfill Abatement Funding Application; and (3) "A Resolution Authorizing Application to Dakota County for Funding the City of Rosemount 1992 Landfill Abatement Program." Staff will be present at the meeting on Tuesday to review the attached and to answer any questions you may have at that time. SPECIALIST DATE: SEPTEMBER 12, 1991 SUBJ: 1992 COMMUNITY LANDFILL ABATEMENT FUNDING APPLICATION - 1992 Rosemount Recycling Program The operations for the Rosemount Recycling Program have run smoothly throughout 1991. The Rosemount Recycling Program continues to accept more recyciabies at curbside than any other recycling program in Dakota County. Items which were added to the program in 1991 include high grade white paper, corrugated cardboard, plastic containers with a neck and, more recently, magazines. In addition to the curbside program are Rosemount's multi -family, commercial/industrial, and drop-off center recycling programs. Rosemount was the first and remains one of the only communities in Dakota County to have a beverage can collection program throughout the local parks system. The recycling goal to be achievedbythe 1991 Rosemount Recycling Program is 573 tons. Staff is happy to report that Rosemount is well over halfway there, however, an accurate comprehensive tonnage report is not available at this time due to a delay in the calculation of yardwaste tonnages from Dakota County. Staff will have these available for review later in September 1991. Two notable occurrences within the 1991 Rosemount Recycling Program include: - The community can collection site (on 145th Street next to the old post office) which was originally set up to fund the Rosemount Lights & Banners Project. Since that time the monthly proceeds from that can collection have been earmarked for the Rosemount Meals on Wheels Program. in addition, the monies can also be dedicated on a monthly basis to special programs or projects taking place within the Rosemount community. The Rosemount business community has been extremely supportive of this project and as a result it has been a very successful fundraiser. - Earlier this year, staff entered a recycling contest being sponsored by ALCOA. The purpose of the contest was to collect information from a variety of recycling programs throughout the United States and highlight certain programs in an annual recycling feature that ALCOA sponsors in USA TODAY. A couple of weeks ago an ALCOA representative contacted staff to report that they would like to use some of the information provided about the 1991 Rosemount Recycling Program. They will be sending the newspaper copy to Rosemount for our review prior to the story's publication. Staff will forward it to council for review and comment at that time. 6veryIGrings �oming ` ,b g osPmount.11 1992 Recycling Page Two According to the Long Term Funding Program recently developed by Dakota County for the operation of Dakota County funded recycling programs, the 1992 Rosemount Recycling Program can be reimbursed up to a maximum of $5,732 as opposed to a maximum of $34,356 for 1991. The basis for this Long Term Funding Program is as follows: A) THE CONSUMER (generator) NEEDS TO UNDERSTAND THE FULL COST OF THE SOLID WASTE MANAGEMENT SYSTEM. RESULT: Dakota County is no longer providing monies to cities for capital expenditures nor for reimbursing the haulers in hopes that cities and haulers will work together to determine how recycling activities are to be funded in the future. B) THERE ARE ELEMENTS OF THE SYSTEM WHICH SHOULD BE PRIVATIZED TO REDUCE GOVERNMENT INVOLVEMENT AND TO MAKE THE RELATIONSHIP BETWEEN THE CONSUMERS AND HAULERS MORE DIRECT. RESULT: Dakota County hopes that this will enable the area recycling market to be controlled by the haulers and their customers rather than by government. C) BECAUSE OF THE PRESENT SOUND FINANCIAL CONDITION OF THE FUNDING SYSTEM, THERE IS AN OPPORTUNITY TO SAFELY AND CONSERVATIVELY MODIFY THE SYSTEM OVER A PERIOD OF TIME. RESULT: Most aspects of funding for Dakota County recycling programs will begin to decrease starting in 1992 and will eventually sunset, thus placing the full program responsibility upon the haulers and their customers and those municipalities which have the means to remain involved in such programs. D) THE COUNTY ROLE UNDER STATE LEGISLATION WILL CONTINUE TO EXPAND, AT LEAST IN TERMS OF PLANNING, COORDINATING AND MANAGEMENT OF THE SYSTEM. RESULT: Dakota County will be taking on the monthly recycling reporting tasks that have been conducted by the municipalities. The cities will only be responsible for limited reporting of drop-off center and yardwaste tonnages as well as some promotional activities. E) THE COUNTY NEEDS TO PROVIDE A SAFETY NET FOR THE SYSTEM UNTIL MARKETS ARE MORE ESTABLISHED AND THERE IS A LONGER HISTORY FROM WHICH TO EVALUATE RESULTS. THERE IS ALSO A NEED TO ENSURE THAT HAULERS OF ALL SIZES REMAIN A PART OF THE SYSTEM. RESULT: Dakota County will be subsidizing haulers on a per ton basis for hauling their recyclabies to certain centers (the Burnsville Recyclabies Collection Center being one). This subsidy is scheduled to sunset in 1995. The effect that these changes will have on the 1992 Rosemount Recycling Program are such that only a very limited number of program activities will be reimbursable next year. No additional capital dollars will be provided, administrative funds can be used for salaries, mileage for recycling purposes, and for promotional and educational purposes. In addition, no portion of the $5,732 can be used to subsidize the 1992 Rosemount Recycling Program hauler(s). This makes it very important for the hauler(s) participating in the 1992 Rosemount Recycling Program to be willing to work with the city to provide some of the promotional and education services. All hauler subsidies will be provided by Dakota County at a rate of $25 ,per ton. Please refer to the 1992 Application for specific budget breakdown. As a result of these changes and the impact they will have on our program, staff is working with Dakota County and other communities to plan for the upcoming year. In addition, staff is preparing a Request for Qualifications for the hauler(s) for the 1992 Rosemount Recycling Program. Said RFQ will likely be brought before this council for review and approval early in October 1991. Staff has attached for your review and consideration, a copy of the 1992 Landfill Abatement Funding Application to Dakota County for the 1992 Rosemount Recycling Program and the proposed resolution approving said application. At this time staff respectfully requests City Council approval of said resolution. Thank you for your consideration. ATTACHMENT 1 1992 LANDFILL ABATEMENT FUNDING APPLICATION City/Township: RncPmrnmt , MN Address: 2875 145th Street West Rosemount, MN 55068 Date Submitted: 10/01/91 Program Period: 1/1/92 to 12/31/92 I. If this is a multi -community _project, please list all participating communities and the lead community or agency for the project, and attach a copy of the Joint Powers Agreement. II. Please provide a brief overview of 1992 abatement activities; indicate whether these are a continuation of existing programs expansion of existing programs; or new programs: (If more space is needed use extra sheets.) The City of Rosemount will provide the same level of waste abatement activities in 1992 as it did in 1991. Plans are to expand the existing program at or before the time at which Dakota County requires additional materials to be added to the program. The City of Rosemount contracted with a single hauler to carry out the curbside collection of recyclables and to operate the Central Drop -Off facility during 1991. Each single family household has a bin in which to place recyclables, while the multi -family homes use a mixture of on-site containers as well as small bins. The hauler collects weekly from both single family homes and multi -family sites. As in 1991, the City of Rosemount hopes to expand its commercial and industrial recycling program. Residents are encouraged to bring yard waste to one of the Dakota County Compost Sites. Arrangements can also be made with their independent haulers to dispose of yard waste separately, for a fee. All of the City of Rosemount municipal buildings have recycling programs in place, as do the public parks throughout the Rosemount community. It has not been determined at this time whether the City of Rosemount will contract all of this service with a single vendor, portions of service with a vendor or regliire recycling to be part of each individual -waste haulers license to do business in Rosemount. A determination on this is anticipated by December 1, 1991. III. Please provide a brief description of the community's role in yard waste collection. Rosemount residents are encouraged to bring their yard waste to one of the Dakota County Compost Sites. Residents must make arrangements with their hauler to have their yard waste picked up at curbside. 2. Staff will also work with the hauler(s) to promote and educate the business community about the benefits of the material recovery facility now operating in Rosemount. G. Describe your in—house recycling/procurement program. The City of Rosemount has had separate containers in municipal buildings for the separation and collection of high grade office paper, newspaper and pop cans since May of 1988. Separate containers were also placed in public parks for trash and cans in the spring of 1988. As of September 1989, household batteries are collected from the City Hall as well as all municipal buildings. In addition, phone books were collected in the spring and fall of 1990. These programs were utilized in 1990 and will be extended into 1992. IV. work Plan Dakota County will distribute any approved funding in two equal payments, provided communities meet specified development objectives. Please provide a work plan for 1992 and highlight the objectives to be met by the following dates: o June 15 All recycling programs are in place and will be maintained throughout 1992. o December 31 Current programs will be maintained. Four school programs will be completed by this date. TOTAL FUNDS REQUESTED FROM DAKOTA COUNTY . . . . $ 5,732.00 -CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1991 - A RESOLUTION AUTHORIZING APPLICATION TO DAKOTA COUNTY FOR FUNDING THE CITY OF ROSEMOUNT 1992 LANDFILL ABATEMENT PROGRAM WHEREAS, according to the Dakota County Community Landfill Abatement Program Guidelines as established in 1988 and subsequently amended, the City of Rosemount must submit a funding allocation and funding application to receive funding for the City's 1992 Landfill Abatement Program; and WHEREAS, the City of Rosemount established and desires to maintain a landfill abatement program which promotes recycling opportunities in the community and encourages landfill abatement; and NOW, THEREFORE, BE IT RESOLVED, the City Council for the City of Rosemount approves the 1992 Landfill Abatement Funding Application, authorizing the necessary signatures thereon and its distribution to Dakota County.
