Weed Ordinance CommitteeCITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION CITY COUNCIL MEETING DATE: MARCH 5, 1991 This item is back on the agenda for consideration and approval of the "Weed Ordinance Review Committee" and the process for review and amendment of the current city code section on weed control. Attached find the memo outlining these items. RECOMMENDED ACTION: To adopt a motion approving the makeup of the Weed Ordinance Review Committee and the process to follow in review and amendment of the city code. COUNCIL ACTION: Approved. Use of "Experts" The use of "experts" from the University of Minnesota Agricultural, Horticulture and Forestry departments would consider assisting us in this and we have contacts with them. This should assist our committee in their work. 4. Council Approval Finally, the committee should review its proposed changes and new ordinance with the city attorney prior to drafting its final proposed ordinance for your approval. MINNESOTA 55068 612-423-4411 Mayor Napper Council Members Klassen, Oxborough, Willcox, Wippermann Stephan Jilk, City March 1, 1991 Administrator ' i I Weed Ordinance Review Committee Several months ago the council received a petition from citizens regarding the current weed ordinance and how it has been enforced. in discussion of the issues at that time there was concern that the present ordinance is outdated and that any revisions, if they are made, should take into consideration ideas on the creation and maintenance of natural areas, prairie preservation concepts and the rural v.s. urban areas of the community. At this time I would recommend the following: 1. Committee makeup 2. Review process 3. Use of outside "experts" 4. Council approval 1. Committee Makeup Chair - Sheila Klassen, Council Member Members - Mark Joosten, City Forester Bob Olson, County Extension Officer Maurice Meyer, County Weed Inspector John Hauge, Large Lot Owner Gerry Fluegel, Business/Small Lot Owner 2. Review Process The committee should review current ordinance and problems with it. that is, what it does cover, doesn't cover and the enforcement problems. The committee then should review what other cities are doing, what issues face Rosemount such as large lot, small lot, rural, agriculture areas. Then review those issues such as prairie land preservation, nature area development and how they may both compliment development in the community and how they may conflict with those properties which won't entertain those concepts. Finally, the effects of areas adjacent to but outside the city limits on city property.
