Resignation Letter and Doctor's Letter
Rich Lonnquist, a member of the fire department since 1979, has submitted
his resignation because of medical reasons (resignation attached).
For quite some time Rich has been plagued with various medical problems as
you are aware. He has been off on medical leave and on light duty since
April of 1990. His doctor indicates that he will probably never be able to
perform those duties which are required of a fire fighter (doctor's letter
attached).
The Rosemount Fire Department at its regular December meeting accepted
Rich's resignation effective December 18, 1990. We look to the city
council to ratify this action.
RECOMMENDED ACTION:
Motion by city council to accept the resignation of Rich Lonnquist,
fire fighter, effective December 18, 1990.
COUNCIL ACTION:
Accepted resignation.

Richard Lonnquist is a patient of mine. He has had neck and back pain
for the past 10 years.
Earlier this year, the patient had a Functional Capacities Evaluation
outlining work restrictions. The job duties with the fire department
were compared with the documented work restrictions. The duties of a
fireman are clearly outside the limitations of the Functional
Capacities Evaluation. I don't feel that Mr. Lonnquist has improved
sufficiently to warrant any changes in those restrictions.
At this time, I understand that he is being asked to return to the
duties of a fireman without restrictions. I don't feel they are in the
best interest of this patient. I have, therefore, recommended that he
take a medical retirement from that position as of December 18, 1990.
